GENEVA CITY COUNCIL MEETING MARCH 23, 2015 (Special Meeting) CALL TO ORDER The March 23, 2015 special meeting of the Geneva City Council was called to order at 9:13 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Chuck Brown. Also attending: City Atty. Charles Radovich, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica, Economic Development Director Cathleen Tymoszenko, Community Development Director David DeGroot, Historic Preservation Planner Michael Lambert ITEMS OF BUSINESS Approve Resolution 2015-21 Reversing the Determination of the Historic Preservation Commission to Deny the Demolition of the Sixth Street School Building Located at 210 South Sixth Street Moved by Ald. Marks, seconded by Ald. Singer to approve Res. 2015-21 reversing the determination of the Historic Preservation Commission to deny the demolition of the Sixth Street School building located at 210 South Sixth St. Motion to table Saying that this matter would normally be considered at the April 6, 2015 regular City Council meeting, that some feel the process is being rushed, and citing the absence of Ald. Brown; Ald. Bruno motioned to table this matter until the April 6 Council meeting. Motion seconded by Ald. Kilburg. No discussion permitted on motion to table. Roll call: AYES: 5 (Ald. Bruno, Cummings, Flanagan, Kilburg, Simonian) NAYS: 5 (Ald. Maladra, Marks, Seno, Singer, Mayor Burns) MOTION DEFEATED On a procedural question from Ald. Kilburg, Atty. Radovich explained that when half of the aldermen vote in the affirmative or negative, the mayor can then vote. Vote on original motion by Ald. Marks Mayor Burns reminded the Council that a two-thirds vote of the alderman holding office (seven votes) is required to approve this resolution. Brown, Cummings, Flanagan, Kilburg, Maladra, Marks, Seno, Simonian, Singer) NAYS: 1 (Ald. Bruno) MOTION CARRIED Waive Fee for Special Council Meeting Moved by Ald. Simonian, seconded by Ald. Singer that the fee for the special Council meeting be waived. Carried unanimously by voice vote. MOTION CARRIED ADJOURNMENT There being no further business, moved by Ald. Simonian, seconded by Ald.
