GENEVA CITY COUNCIL MEETING APRIL 20, 2015 CALL TO ORDER The April 20, 2015 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Ald. Dean Kilburg, serving as mayor pro tem, Mayor Kevin Burns being absent. Aldermen present: Chuck Brown, Mike Bruno, Don Cummings, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: None. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica Economic Development Director Cathleen Tymoszenko, Police Chief Steve Mexin, Electric Division Superintendent Hal Wright. MOTION CARRIED PRESENTATION OF ORDINANCES, PETITIONS, RESOLUTIONS, AND BID AWARDS Approve Resolution 2015-41 Authorizing Execution of a Four (4)-Year Collective Bargaining Agreement Between the City of Geneva and the Illinois Fraternal Order of Police (FOP) Moved by Ald. Cummings, seconded by Ald. Singer to approve Res. 2015-41 authorizing execution of a four-year collective bargaining agreement between the City of Geneva and the Illinois Fraternal Order of Police. Ald. Simonian said that he has reviewed the FOP agreement as well as the 2011 agreement and cannot support the agreement under consideration. He gave several reasons why he cannot vote to approve it. He said that over the three-year period of the 2011 agreement inflation rose by 3.9 percent, while FOP union wages increased 11.5 percent. He also felt that the union, not the City, should cover the costs of health and disability insurance, as well as life insurance. Further, he said the City is funding a police pension plan in the amount of $1.4 million, with taxpayers funding $1.1 million of that amount. He also opposed the City not being able to replace a full-time officer with a part-time officer, as well as the City being committed to paying a minimum of 90 percent for single coverage on health insurance, 80 percent for represented officer plus one or family coverage, and 100 percent for single-coverage dental insurance. 1325 Geneva City Council Meeting April 20, 2015 Ald. Simonian then cited several factors weakening the City’s financial position in recent years, including a reduction the amount received from revenue sources, an increase in expenses, proposed unfunded mandates, reduction in full-time staff, and reductions in the emergency fund and the capital fund. He felt that all components of the City should carry equally the financial burdens placed on the City. Ald. Maladra questioned whether an arbitrator would consider Ald. Simonian’s arguments should the FOP agreement be rejected by the Council. Saying that arbitration history has not favored the City, he stated he would not want to take the gamble of going to arbitration. Ald. Marks expressed concern about the City’s uncertain financial future given the situation at the state level. He said he was uncomfortable with a four-year contract under the circumstances. Ald. Simonian felt that one could not predict how the arbitrator would rule, and that the City should play a larger role in the negotiating process. Further discussion took place as to the advisability of going to arbitration. Motion to table Moved by Ald. Marks, seconded by Ald. Seno to table this item until the May 4, 2015 City Council meeting. Flanagan that the Council adjourn to Closed Session. Roll call: AYES: 10 (Ald. Brown, Bruno, Cummings, Flanagan, Kilburg, Maladra, Marks, Seno, Simonian, Singer) NAYS: 0 MOTION CARRIED The Council adjourned to Closed Session at 7:31 p.m. Moved by Ald. Marks, seconded by Ald. Singer that the Council return to Open Session. Carried unanimously by voice vote. MOTION CARRIED The Council returned to Open Session at 8:19 p.m. NEW BUSINESS Asst. Admin.
