GENEVA CITY COUNCIL MEETING APRIL 27, 2015 (Special Meeting) CALL TO ORDER The April 27, 2015 special meeting of the Geneva City Council was called to order at 7:45 p.m. in the Council Chambers of City Hall by Ald. Maladra. Aldermen present: Chuck Brown, Mike Bruno, Dorothy Flanagan, Dean Kilburg, Craig Maladra, Richard Marks, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Don Cummings. Also attending: Mayor Kevin Burns, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica. ITEMS OF BUSINESS Approve Resolution 2015-42 Approving a Revised Appendix A to the Collective Bargaining Agreement Between the City of Geneva and the Geneva Professional Firefighters Association Local 4287 Moved by Ald. Brown, seconded by Ald. Singer to approve Res. 2015-42 approving a revised Appendix A to the Collective Bargaining Agreement between the City of Geneva and the Geneva Professional Firefighters Association Local 4287. Roll call: AYES: 9 (Ald. Brown, Bruno, Flanagan, Kilburg, Maladra, Marks, Seno, Simonian, Singer) NAYS: 0 MOTION CARRIED Approve Resolution 2015-43 Authorizing Execution of Purchase Power Agreements for the Years 2015, 2016, 2017, 2018, and 2019 Moved by Ald. Flanagan, seconded by Ald. Singer to approve Res. 2015-43 authorizing execution of purchase power agreements for the years 2015, 2016, 2017, 2018, and 2019. On a question from Ald. Simonian, Dir. Babica clarified the timeframe of the agreements and said that the City was able to negotiate a revised current contract that will save the City $300,000 on its energy purchases over the next 18 months. He also noted that during the last three contract years, residents will be paying less than they are currently, thus realizing cost savings over the next five years. Roll call: AYES: 9 (Ald. Simonian, seconded by Ald. Marks that the fee for the special Council meeting be waived. Carried unanimously by voice vote. MOTION CARRIED ADJOURNMENT There being no further business, moved by Ald. 1 NOTICE OF SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF GENEVA NOTICE IS HEREBY GIVEN that the City Council of the City of Geneva shall conduct a special meeting on Monday, April 27, 2015 immediately following the Committee of the Whole meeting at 7 p.m. The special meeting will be held at the City Council Chambers, Geneva, Illinois for the purpose of: 1. Recommend Resolution No. 2015-42 Approving a Revised Appendix A to the Collective Bargaining Agreement Between the City of Geneva and the Geneva Professional Firefighters Association, Local 4287. 2. NO If NO, please explain how the item will be funded: Executive Summary: Attached is the Geneva Professional Firefighters Association (IAFF) Collective Bargaining Agreement (CBA) Appendix A as tentatively agreed upon by union representatives and the management team. Union members have ratified the proposed Appendix A. The current CBA is a four (4) year agreement which called for a wage reopener for FY 2016. The attached Appendix A includes a wage proposal of 2.25% effective May 1, 2015. Upon Council’s formal vote of approval, wages will effective May 1, 2015 and all other terms of the contract remain the same. Recommendation / Suggested Action: (briefly explain) Recommend approval of resolution approving the revised Appendix A to the collective bargaining agreement between the City of Geneva and the Geneva Professional Firefighters Association. 3 RESOLUTION NO. 2015-42 RESOLUTION APPROVING A REVISED APPENDIX A TO THE FOUR-YEAR COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF GENEVA AND THE GENEVA PROFESSIONAL FIREFIGHTERS ASSOCIATION LOCAL 4287. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That union representatives and the City management team have negotiated wages for FY 16 pursuant to the collective bargaining agreement (CBA) between the City of Geneva and the Geneva Professional Firefighters Association Local 4287. SECTION 2: That said revised Appendix A shall be effective May 1, 2015 through April 30, 2016. SECTION 3: This Resolution shall become effective from and after its passage as in accordance with law. NO If NO, please explain how the item will be funded: Executive Summary: As previously discussed with City Council, the current “Power Purchase and Sale Agreement” ends December 31, 2016. The current agreement covers the City of Geneva power requirements, not covered by the Northern Illinois Municipal Power Agency, Waste Management Recoverable Energy or the Geneva Generation Facility. The proposed Power Purchase and Sale Agreement for the years 2017, 2018 and 2019, has an average price per MWh that is about 4% less than the original price of the current agreement and is about 7% below the ceiling price previously discussed with the City Council. The proposed agreement is designed to meet the power requirements, not covered by the other City of Geneva power resources. In addition, the City was able to renegotiate the current agreements for 2015 and 2016 for a savings of $301,046 over the 18 month period from June 2015 through December 2016. Attachments: (please list) • Resolution Recommendation / Suggested Action: (briefly explain) To enter into a Power Purchase and Sale Agreement with NextEra Energy Power Marketing, LLC, for the years 2017, 2018 and 2019, in the amount of $9,395,290 and to accept and enter into the renegotiated agreements for 2015 and 2016 for $8,178,106 which represents a reduction from the original cost of $301,046. Authorize the City Administrator to execute, on behalf of the City of Geneva, Power Purchase and Sale Agreement with NextEra Energy Power Marketing, LLC for the years 2015, 2016, 2017, 2018 and 2019. 7 RESOLUTION NO. 2015-43 RESOLUTION AUTHORIZING EXECUTION OF Purchase Power and Sale Agreements for 2015, 2016, 2017, 2018 and 2019 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That the City Administrator is hereby authorized to execute, on behalf of the City of Geneva, Power Purchase and Sale Agreements, relating to City of Geneva power requirements for the years 2015,2016, 2017, 2018 and 2019. SECTION 2: This Resolution shall become effective from and after its passage as in accordance with law.
