GENEVA CITY COUNCIL MEETING JULY 20, 2015 CALL TO ORDER The July 20, 2015 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Mike Bruno, Tara Burghart, Craig Maladra, Richard Marks, Jim Radecki, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Don Cummings, Dean Kilburg. Also attending: City Atty. Charles Radovich, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica, Community Development Director David DeGroot, Water & Sewer Division Superintendent Bob VanGyseghem, Wastewater Treatment Plant Supervisor Dan Dobnick. PLEDGE OF ALLEGIANCE PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Approve Mayor’s Appointment of Lauren Buckley to the Mental Health Board Moved by Ald. Marks, seconded by Ald. Singer to approve the Mayor’s appointment of Lauren Buckley to the Mental Health Board. Carried unanimously by voice vote. MOTION CARRIED Ms. Buckley spoke about her background in social and mental health work. Approve Mayor’s Appointment of Brian Jones to the Board of Fire and Police Commissioners Moved by Ald. Simonian, seconded by Ald. Marks to approve the Mayor’s appointment of Brian Jones to the Board of Fire and Police Commissioners. Carried unanimously by voice vote. MOTION CARRIED Mr. Jones, a lifelong resident of Geneva, mentioned his past work with first responders. Approve Mayor’s Appointment of David DeGroot to Director of Community Development Moved by Ald. Marks, seconded by Ald. Seno to approve the Mayor’s appointment of David DeGroot to Director of Community Development. Carried unanimously by voice vote. MOTION CARRIED Dir. DeGroot said he has enjoyed being with the City of Geneva for the past seven years and is grateful for this new opportunity. Proclamation Recognizing the Americans With Disabilities Act Moved by Ald. Bruno, seconded by Ald. Marks to approve a proclamation recognizing the Americans with Disabilities Act. Carried unanimously by voice vote. MOTION CARRIED Public Works Department Presentation – Wastewater Treatment Plant Dir. Babica made a few opening remarks. Supervisor Dobnick addressed the upgrades made to the treatment plant over the years since its construction in 1933. He then went through the treatment process and the equipment needed. Supt. VanGyseghem talked of the adaptive changes at the plant from 2000 to 2015, future considerations, and the impact of improvements on rates. Questions were then taken from Ald. Bruno, Singer, Simonian and Radecki. 1358 Geneva City Council Meeting July 20, 2015 OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. MOTION CARRIED NEW BUSINESS Comments from Residents on the Proposed Pepper Valley Dunkin Donuts Several area residents spoke against the proposed Dunkin Donuts at Cambridge Dr. and Kaneville Rd. Julius Spognardi, 2332 Danbury Ct., thanked the Mayor and Council for listening to the concerns of the residents living near the proposed Dunkin Donuts. He said they have talked with a number of residents and are preparing a petition. Cynthia Albright, 219 S. Cambridge Dr., said that the petition has 90 signatures from 55 homes to date. She said that many residents were not aware that the Dunkin Donuts was to have a drive-through and extended hours. When they were made aware of this, they became very interested, according to Ms. Albright. Gabriel Kaven, 12 S. Cambridge Dr., who is treasurer of the Pepper Valley Board, read a statement from Matt Bruno, who is board president, opposing the Dunkin Donuts. Mr. Kaven then added his own remarks regarding opposition to the drive-through and increased traffic. Barbara Schaefer, 17 S. Cambridge Dr., spoke about the growing traffic problems over the years in that area, adding that the Dunkin Donuts would further increase that traffic. Gary Gadzinski, 108 S. Cambridge Dr., said he is new to area and called the amount of traffic on Cambridge Dr. incredible. He felt the Dunkin Donuts would create congestion and create a safety hazard, especially because of the many children in the area. Bob Schaefer, 17 S. Cambridge Dr., called attention to the increased traffic in the morning and later in the afternoon when children are being dropped off or picked up at St. Peter and Williamsburg schools. Cynthia Albright asked as to the timeline and process for further consideration of the Dunkin Donuts proposal. Mayor Burns said a meeting is being arranged between the franchisees and Staff to address the concerns, adding that the process will likely take several weeks. Ald. Radecki said the developer has approached him and Ald. Singer about arranging a meeting with residents as well as city officials. Praise for City’s Risk Watch Program Ald. Burghart said that her daughter recently attended the Risk Watch Camp sponsored by the Geneva Fire and Police Departments. She praised the program, pointing out that 1361 Geneva City Council Meeting July 20, 2015 the children attending learned about safe procedures in various situations, adding that her daughter is now confident in knowing what to do in an emergency. She complimented Police Officer Chuck Parisi and FF Rod Johnson as well as Chief Mexin and Chief Olson for overseeing the Risk Watch program.
