CALL TO ORDER
The October 12, 2015 special meeting of the Geneva City Council was called to order at
8:25 p.m. in the Council Chambers of City Hall by Ald. Mary Seno. Aldermen present:
Mike Bruno, Dean Kilburg, Richard Marks, Jim Radecki, Mary Seno, Tom Simonian,
Ron Singer. Aldermen absent: Tara Burghart, Don Cummings, Craig Maladra. Also
attending: Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins,
Public Works Director Richard Babica, Finance Manager Rita Kruse.
ITEMS OF BUSINESS
Approve Resolution 2015-103 Authoring Bid Award and Contract to Bolder Contractors,
Inc. in the Amount of $506,656.00 for 2015 Route 31 Water Main Replacement Project
Moved by Ald. Bruno, seconded by Ald. Marks to approve Res. 2015-103 authoring bid
award and contract to Bolder Contractors, Inc. in the amount of $506,656.00 for 2015
Rte. 31 water main replacement project.
Ald. Simonian requested that the phrase “not to exceed” be placed before the dollar
amount. Roll call:

Carried unanimously by voice vote. MOTION CARRIED
Waive Fee for Special Council Meeting
Moved by Ald. Marks, seconded by Ald. Simonian that the fee for the special Council
meeting be waived. Carried unanimously by voice vote. MOTION CARRIED

NOTICE OF SPECIAL MEETING
OF THE CITY COUNCIL OF THE CITY OF GENEVA
NOTICE IS HEREBY GIVEN that the City Council of the City of Geneva shall conduct a special
meeting on Monday, October 12, 2015 immediately following the regular Committee of the Whole
at 7pm. The special meeting will be held City Hall Council Chamber, 109 James Street, Geneva,
Illinois for the purpose of considering the following items:
1. Recommend Resolution No. 2015-103 Authoring Bid Award and Contract to Bolder Contractors,
Inc. in the Amount of $506,656.00 for 2015 Route 31 Water Main Replacement Project.

Executive Summary:
Six (6) bids were received for the 2015 ROUTE-31 WATER MAIN REPLACEMENT;
The low bidder was Bolder Contractors, Inc of Cary, Illinois. They are prequalified by
IDOT to perform this type of work and their references from other municipalities where
they have done similar worked are very good. For these reasons we believe Bolder
Contractors, Inc. will be able to successfully complete this work.
A special CC Mtg. was requested because we would like to get this project started
earlier. There is a real possibility that Asphalt plants could close by the end of
November due to the weather. The Park District is also allowing the site work in
Wheeler Park to start two (2) weeks earlier. The new start date is Monday; November 2,
2015.

RESOLUTION AUTHORIZING EXECUTION OF
Contract with Bolder Contractors, Inc. for the “2015 Route-31 Water Main Replacement”
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE
COUNTY, ILLINOIS, as follows:
SECTION 1: That the City Administrator is hereby authorized to execute, on behalf of the
City of Geneva, a Construction Contract with Bolder Contractors, Inc. in the form attached hereto as
Exhibit “A”, relating to the replacement of the water main along Rout-31 between the north
Corporate Limit and North Street in the City of Geneva, IL.
SECTION 2: This Resolution shall become effective from and after its passage as in
accordance with law.
