GENEVA CITY COUNCIL MEETING DECMBER 7, 2015 CALL TO ORDER The December 7, 2015 meeting of the Geneva City Council was called to order at 7:00 p.m. in the Council Chambers of City Hall by Ald. Dean Kilburg, serving as Mayor Pro Tem in the absence of Mayor Kevin Burns. Aldermen present: Mike Bruno, Tara Burghart, Dean Kilburg, Craig Maladra, Richard Marks, Jim Radecki, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Don Cummings. Also attending: Acting City Atty. Scott Fintzen, City Administrator Mary McKittrick, Asst. City Administrator/Dir. of Administrative Services Stephanie Dawkins, Public Works Director Richard Babica, Electric Division Superintendent Hal Wright. PLEDGE OF ALLEGIANCE PUBLIC HEARINGS, SPECIAL ITEMS AND PRESENTATIONS Recognition of Geneva High School Artists’ Contributions to Cultural Arts Commission Projects Postponed to a later date. Mental Health Board Presentation Suzy Shogren, MHB chair, introduced other board members who were present. She provided an update on the board’s work and actions during 2015, including the development of a mission statement, which she read aloud. She explained the discernment process relative to the distribution of funds to the various service providers. She also discussed the MHB’s advocacy and education efforts. Board members Eleanor Hamilton and Christine Kautz then spoke, with Ms. Hamilton providing an overview of the Illinois mental health picture in 2015, emphasizing those areas most in need of attention and funding. Ms. Kautz addressed the decline in State funding for mental health services. She also talked of the Critical Incident Training being provided by Kane County to its law enforcement personnel, as well as the issues relative to affordable housing for those with developmental delays, mental illness and addictions. Board members then took questions from the Council. Mayor Pro Tem Kilburg called attention to the $139,000 distributed through the MHB to approximately 15 service organizations in the Fox Valley. He thanked the MHB members for their efforts. AMENDMENTS TO AGENDA None OMNIBUS AGENDA All items listed on the Omnibus Agenda are considered to be routine by the Council and will be enacted by one motion. There will be no separate discussion on these items unless a Council member or citizen so requests in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Agenda. Maladra called attention to the Giving Trees on display at the Geneva History Museum, noting that the Geneva Beautification Committee sponsored and decorated one of the trees. He encouraged all to visit the display. Kudos to Chamber of Commerce for Successful Christmas Walk Ald. Bruno recognized the Chamber of Commerce for a spectacular Christmas Walk, which was held last Friday. Resident Appreciation Expressed for City Council’s Work Gary Gadzinski, 108 S. Cambridge Dr., expressed his appreciation to the City Council for its leadership and the decisions it makes. He said he was very impressed.
