APRIL 11, 2016
(Special Meeting)
CALL TO ORDER
The April 11, 2016 special meeting of the Geneva City Council was called to order at
7:47 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen
present: Tara Burghart, Don Cummings, Dean Kilburg, Craig Maladra, Richard Marks,
Jim Radecki, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Mike Bruno.
Also attending: Asst. City Administrator/Dir. of Administrative Services Stephanie
Dawkins, Public Works Director Richard Babica, Economic Development Director
Cathleen Tymoszenko, Community Development Director David DeGroot, Fire Chief
Steve Olson, Police Chief Mexin, Fire Dept. Battalion Chief Kevin Forest, Water
Superintendent Bob VanGyseghem, Streets Superintendent Nate Landers, Police
Commander Eric Passarelli, Electric Superintendent Hal Wright, City Engineer Brian
Schiber, Building Commissioner Dustin Schultze, Police Commander Julie Nash,

COMMITTEE OF THE WHOLE ITEMS OF BUSINESS
Recommend Resolution 2016-20 Adopting FY2016-17 General Fund, Electric,
Water/Wastewater, Capital, Miscellaneous, Tri-Com Budgets; and Classification and
Compensation Plan
This item was continued from the April 4, 2016 City Council meeting. Discussion on
how to bring the budget in balance began with aldermen looking at additional revenues,
including instituting an impound/towing fee as well as updating/increasing the various
parking fine amounts in the city code. Mayor Burns reminded the Council of the detailed
list of potential revenue enhancers that staff brought forward at the February 29, 2016
Committee of the Whole meeting as a guide.
Motion by Ald. Marks, seconded by Ald. Maladra, to establish a $300
towing/impoundment fee in the Geneva City Code to fill $27,000 budget shortfall.

AYES: 9 (Ald. Burghart, Cummings, Kilburg, Maladra, Marks, Radecki, Seno,
Simonian, Singer)
NAYS: 0 MOTION CARRIED
Motion by Ald. Kilburg, seconded by Ald. Seno, to amend the City Code by increasing
the City’s parking fine structure to fill a $70,000 budget shortfall. Roll call:
AYES: 8 (Ald. Cummings, Kilburg, Maladra, Marks, Radecki, Seno, Simonian,
Singer)
NAYS: 1 (Ald. Burghart) MOTION CARRIED
Further discussion on reducing the budget for legal services was considered to fill the
remaining budget gap. Ald. Radecki suggested reducing that line item for legal services
from $100,000 to $78,000 for FY2016-17. Ald. Burghart cautioned the Council that
additional legal services would be needed as a result of eliminating the assistant city
administrator position in June. Roll call:

Based on the discussions and action, the Council moved forward with formal budget
approval. The original motion by Ald. Marks, second by Ald. Bruno, at the April 4, 2016
City Council meeting was considered as amended: Roll call:

Singer)
NAYS: 1 (Ald. Burghart) MOTION CARRIED
ADJOURNMENT
There being no further business, moved by Ald. Simonian, seconded by Ald. Singer to
adjourn the Geneva City Council meeting. Carried unanimously by voice vote.
