SPECIAL GENEVA CITY COUNCIL MEETING JULY 25, 2016 CALL TO ORDER The July 25, 2016 special meeting of the Geneva City Council was called to order at 8:20 p.m. in the Council Chambers of City Hall by Mayor Kevin Burns. Aldermen present: Mike Bruno, Tara Burghart, Dean Kilburg, Craig Maladra, Richard Marks, Jim Radecki, Mary Seno, Tom Simonian, Ron Singer. Aldermen absent: Don Cummings, Also attending: City Administrator Stephanie Dawkins Waive Fees On a motion by Ald. Marks, second by Ald. Singer, the council waived their fees for the meeting. Roll Call: Ayes: 9 Nays: 0 Motion carried. ITEMS OF BUSINESS Recommend Resolution No. 2016-63 Authorizing Approval of an Intergovernmental Agreement By and Between the City of Geneva and the Geneva Community Unit School District No. 304 Regarding the Geneva Fox River Redevelopment Project Area as Presented by the City of Geneva. Mayor Burns indicated that consideration on this item was contingent on the school board sending a signed copy of the proposed intergovernmental agreement to the City prior to the start of the meeting. Burns noted that no agreement had been delivered either by hand or electronically and thus the item was removed from the agenda. Recommend Ordinance No. 2016-28 Approving a Tax Increment Redevelopment Plan and Redevelopment Project for the Geneva Fox River Redevelopment Project Area. Moved by Ald. Marks, second by Ald. Singer Geneva School District #304 attorney Richard Petesch wished to present for consideration a counter offer TIF intergovernmental agreement that the school board passed and signed at their meeting prior to the evening’s City Council meeting. Burns stated that would not be possible without violating the Open Meetings Act since the item was not presently on the agenda. Burns stated that their counter proposal could be discussed under “New Business” but that the council could not take action. Ald. Maladra reminded the council that they had set a deadline for the school board and that taking the item past this date would put the study and filings in jeopardy. Ald. Radecki stated that he believed the City gave the school district ample time to work with the City and it was time to move on. Ald. Kilburg and Burghart expressed interest in reviewing the counteroffer. Roll Call: Ayes: 7 Nays: 2 (Kilburg, Burghart) Motion carried. Recommend Ordinance No. 2016-29 Designating the Geneva Fox River Redevelopment Project Area of Said City a Redevelopment Project Area Pursuant to the Tax Increment Allocation Redevelopment Act. Moved by Ald. Marks, second by Ald. Singer Roll Call: Ayes: 7 Nays: 2 (Kilburg, Burghart) Motion carried. Special City Council Meeting July 25, 2016 1502 Recommend Ordinance No. 2016-30 Adopting Tax Increment Financing for the Geneva Fox River Redevelopment Project Area. Moved by Ald. Marks, second by Ald. Singer Roll Call: Ayes: 7 Nays: 2 (Kilburg, Burghart) Motion carried. NEW BUSINESS Ald. Kilburg asked, as a courtesy, to have the school board’s counterproposal on the following meeting agenda. After a brief discussion, consensus was to not include their offer on a future agenda. Atty. Petesch wished to submit the board’s counter offer that evening for the record, to which Mayor Burns requested that they send it via email or US mail since the item was not on the agenda or discussed/considered. Ald. Simonian wished Ald. Maladra a happy birthday. ADJOURNMENT There being no further business, moved by Ald. Simonian, seconded by Ald. Marks to adjourn the Geneva City Council meeting.
