FEBRUARY 11, 2013
PRESENT: Mayor Burns, Ald. Cummings, Flanagan, Hill, Kilburg, Maladra, Marks, Singer,
Vogelsberg
ABSENT: Ald. Brown, Dantino
Also Present: McKittrick, Dawkins, Divita, Dinges, DeGroot
1. Call to Order
Chairperson Vogelsberg called the meeting to order at 7:00pm noting that Ald. Brown and Dantino were
absent.
On a motion by Ald. Maladra, second by Ald. Flanagan, an amendment to the agenda to add a closed
session item on the sale, purchase or lease of real property for the use of the public body was heard.
V/V: 8-0 Motion carried.
2. Consider Consent Agenda
Moved by Ald. Marks, second by Ald. Hill V/V: 8-0 Motion carried.
*3. Approve Minutes from Regular Meeting January 28, 2013 and Special Meeting February 4,
2013.
4. Items of Business
a. Recommend Approval of Request by Geneva Chamber of Commerce for Use of Public
R-O-W for Citywide Garage Sale April 26-27, 2013.
Moved by Ald. Hill, second by Ald. Cummings V/V: 8-0 Motion carried.
b. Recommend Draft Resolution Authorizing Street Closures and Use of Emergency Personnel for
Fox Valley Marathon September 22, 2013.
Moved by Ald. Cummings, second by Ald. Marks
Craig Bixler with the Marathon was on hand to promote the event and urged people to register for the
popular race.
V/V: 8-0 Motion carried.

c. Recommend Approval of Request by Geneva United Methodist Church for Use of Hamilton Street
Public Parking Lot for Annual Pancake Breakfast May 27, 2013.
Moved by Ald. Kilburg, second by Ald. Singer V/V: 8-0 Motion carried.
d. Recommend Approval of Request by St. Marks Church/Geneva Lutheran Church for Police
Services and Permission for Closure of Third Street Between James and Franklin for Palm
Sunday Processional on March 24, 2013.

e. Recommend Approval of Request by Misericordia Heart of Mercy Center to Collect Charitable
Donations on Public R-O-W April 26-27, 2013.

f. Recommend Approval of Request by Children’s Benefit League to Solicit Charitable Donations on
Public R-O-W April 19-20, 2013.

g. Recommend Approval of Draft Resolution Authorizing Easement Agreement with the Geneva
Park District for Conduit Replacement at Island Park Bridge.

h. Recommend Approval of Draft Resolution Authorizing Local Agency Agreement for Federal
Participation FAU 2411 Western Avenue – Fabyan Parkway to South Street.

i. Recommend Draft Resolution Authorizing Extension of Agreement with Baum Property
Management Inc. at a Cost Not to Exceed $10,999.92 and Landscape Maintenance Contract with
Mutz Landscaping Inc. at a Cost Not to Exceed $53,380.00 for 2013 Fisher Farms SSA #16
Property Maintenance and Landscape Maintenance.

On a question from Ald. Flanagan, DeGroot stated that the Fisher Farms HOA was supportive of
continuing with these clients for the SSA management.

j. Recommend Draft Resolution Authorizing Extension of Professional Services Agreement with
Applied Ecological Services Inc. at a Cost Not to Exceed $22,020.00 for 2013 Groundwater and
Wetland Vegetation Monitoring at Prairie Green Preserve.
Moved by Ald. Hill, second by Ald. Maladra
On a question from Ald. Marks, Dinges stated that due to the 2012 drought, the plantings did not ‘take’ and
there will be another attempt.
V/V: 8-0 Motion carried.

7. Closed Session on the Purchase, Sale or Lease of Property for the Use of the Public Body

The committee adjourned to closed session at 7:18pm
The committee was called back to open session at 7:55pm on a motion by Ald. Marks, second by Ald.
Singer.
Ayes: 8 Nays: 0 Motion carried.
7. Adjournment
On a motion by Ald. Flanagan, second by Ald. Marks, the meeting was adjourned by unanimous voice
vote at 7:55pm.
