SPECIAL COMMITTEE OF THE WHOLE MINUTES APRIL 1, 2013 Present: Mayor Burns, Ald. Brown, Bruno, Cummings, Jr., Flanagan, Kilburg, Maladra, Singer, Vogelsberg, Hill Also Present: Radovich, McKittrick, Dawkins, Dinges, Untch, Divita 1. CALL TO ORDER Mayor Burns called the special meeting to order at 7pm noting all council members were present. 2. ITEMS OF BUSINESS a. Consider Draft Ordinance Amending Title 4, Ch. 2 (Liquor Control), Section 4-2-13 Adding One (1) Class C-2 Liquor License (Geneva Wine Cellars and Tasting Room) Mr. Al Buchanan, owner of Geneva Wine Cellars, was present to take questions. Moved by Ald. Singers, second by Ald. Cummings, Jr. V/V: 10-0 Motion carried. 3. NEW BUSINESS Business owner Michael Simon expressed concern over the new public parking lot on Campbell Street and stated that in previous years, the city had contemplated using that lot for local business employee parking. Staff stated that they would look into any past meeting minutes that referenced what Mr. Simon stated but to their knowledge, the lot was intended for general public parking and was intended for nothing other than that after the city purchased the property. Simon also stated that he has not seen anyone utilizing the new lot as yet and stated that was another reason to use if for business employee parking. McKittrick stated that the lot is brand new and after a few months when the public is more aware of its existence, it would be used quite heavily. City staff would be taking inventory on usage for the next six months and report back to council. 4. ADJOURNMENT Moved by Ald. Singer, second by Ald. The application has been reviewed and approved by the Geneva Police Department, City Administrator and Liquor Commissioner. ORDINANCE NO. 2013-XX AN ORDINANCE AMENDING TITLE 4 (LIQUOR CONTROL), SECTION 2-13 (LICENSE FEES AND NUMBER) OF THE GENEVA CITY CODE (C-2 WINE BAR) BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That Section 4-2-13 (License Fees and Number) of Title 4 (Liquor Control) of the Geneva City Code be and the same is hereby amended by adding one license to said Section: Class Initial Year Fee Thereafter No. of Licenses Authorized C-2 $2,200 $1,650 -5- SECTION 2: That Chapter 4 of said Code, as heretofore and hereinabove amended, shall otherwise remain in full force and effect. SECTION 3: That this ordinance shall become effective from and after its adoption as provided by law. Publication of this ordinance is hereby approved to be in pamphlet form.
