1. Call to Order
Chairman Kilburg called the meeting to order at 7:00pm noting that all aldermen were present.
2. Special Items & Presentations
a. Mayor Recognizes “Girl Scouts” Week in Geneva with Girl Scouts of Northern Illinois – Geneva Service
Unit.
Mayor Burns welcomed local girl scouts to City Hall and presented them with a proclamation honoring their work in
the community.
b. Mayor Recognizes Geneva High School 2014 State Champion Dance Team
Mayor Burns presented the team with a city street sign that will be placed at the city limits and congratulated the
team on their accomplishments.
3. Consider Consent Agenda
Moved by Ald. Marks, second by Ald. Bruno V/V: 10-0 Motion carried.
*4. Approve Special Committee of the Whole Minutes from February 18, 2014 and Regular Committee of
the Whole Minutes from February 24, 2014.

5. Items of Business
a. Recommend Draft Resolution Authorizing Execution of Easement – Part of Lot 3 in Pine Crest – Pine Street.

b. Recommend Draft Resolution Authorizing Bid Award and Contract with Dueco in the Amount of $222,207
for Purchase of Digger/Derrick Truck.

c. Recommend Approval to Waive Bidding Process and Authorize Contract with Kramer Tree Specialists, Inc.
for Five-Year Brush and Leaf Collection Services.
Moved by Ald. Marks, second by Ald. Simonian
Dir. Dinges reviewed the proposed contract noting that brush was to be scheduled for a 1x per month pickup. Leaf
program would remain unchanged. Dinges noted that fuel and insurance costs were driving the pricing up. Dinges
also noted that no other contractors bid on the project, which has been the case in previous years.
Tim Peters with Kramer was present to answer questions on current program.
Ald. Kilburg requested staff to obtain pricing for emergency pick ups. Dinges stated that he would seek that from
Kramer and provide it at the March 17 council meeting.

d. Recommend Draft Resolution Authorizing Public Hearing and Negotiations for Exchange of Real Estate
Located at 530 S. Fourth Street, Geneva IL and Real Estate Located East of River Lane and South of State
Street Adjacent to Herrington Inn.
Moved by Ald. Singer, second by Ald. Maladra
McKittrick reviewed the item with council noting that a public hearing on the exchange would take place on April 7.

e. FY2014-15 Budget Presentation.
McKittrick, Dawkins, and McClanahan presented information contained in the proposed FY2014-15 budget totaling
$89,293,135.
f. Recommend Approval of FY2014-2015 General, Electric, Water/Wastewater, Capital, TriCom and
Miscellaneous Fund Budgets, Classification and Compensation Plan, and Schedule Public Hearing for April
7, 2014.
McKittrick first responded to questions asked via email by aldermen over the past weekend (see Exhibit A).
Additional discussion on Police Dept. overtime, discontinuation of red light cameras, proposed pavilion,
compensation plan, Prairie Green Preserve costs was heard. Aldermen concurred that they desired more time to
review the budget document before recommending but would approve setting the public hearing date.
