SPECIAL COMMITTEE OF THE WHOLE MINUTES MARCH 31, 2014 Present: Mayor Burns, Ald. Brown, Bruno, Cummings, Flanagan, Maladra, Marks, Simonian, Singer, Seno Absent: Ald. Kilburg Also Present: McKittrick, Dawkins, Divita, Mexin 1. Call to Order Mayor Burns called the meeting to order at 7pm noting that Ald. Kilburg was out of town and not present. On a motion by Ald. Marks, second by Ald. Cummings, the meeting rules were waived by unanimous voice vote. 2. Items for Discussion a. Taxi Regulations At the request of a local cab company, 101 Choice Cab, staff brought forward information on current code language related to taxi cabs and stands. The city currently does not license cabs. There was consensus to remove all language regarding taxis from the city code. The council agreed that the city would continue to not regulate cab service. b. Handicapped Parking Fees McKittrick explained that the current code does not allow waiving fees for handicapped parking spots, although the city has been waiving them which constitutes approximately $8,500 in fees that are waived each year. Staff is asking whether the code should allow waiving of fees, or begin to collect fees. By a vote of 6‐3, council directed staff to research implementing fees. c. Home Rule McKittrick stated that in the staff goals for 2014‐15, educating the community on Home Rule was included. Staff is asking council how they want to go about this and if staff will be needed in the process. Ald. Maladra stated that he would share his report from 2006 for background since there are several new council members since the last time it was investigated. d. City Hall Space Needs McKittrick asked council what role staff would play in this 2014‐15 goal. At the request of the council, McKittrick would provide the 2000 report and any new information but staff would like to know by May 1 what role they will play.
