COMMITTEE OF THE WHOLE MINUTES APRIL 14, 2014 PRESENT: Mayor Burns, Ald. Brown, Bruno, Cummings, Flanagan, Kilburg, Maladra, Simonian, Singer, Seno ABSENT: Ald. Marks Also Present: Dawkins, Dahl, Divita, Evans, Schiber, Dinges 1. Call to Order Chairman Simonian called the meeting to order at 7pm noting that Ald. Marks was absent. Mayor Burns held a moment of silence to remember former city employee Sandy Davis who passed away earlier in the week. 2. Items of Business a. Recommend Approval of Draft Resolution Authorizing Acceptance of Proposal to Bind Coverage for Commercial Insurance Package Effective April 30, 2014. Moved by Ald. Brown, second by Ald. Cummings Jessica Govic, representative from Arthur J. Gallagher, was on hand to answer questions. Discussion on property liability and municipal utility coverage was heard. V/V: 9‐0 Motion carried. b. Recommend Approval of Draft Resolution Authorizing Acceptance of Proposal to Bind Coverage for Security and Privacy Liability Insurance Effective April 30, 2014. Moved by Ald. Brown, second by Ald. Cummings V/V: 9‐0 Motion carried. c. Recommend Approval of Special Event Application for Geneva Soap Box Derby on June 28, 2014 as Presented. Moved by Ald. Cummings, second by Ald. Bruno Organizer Stan Englehardt was present to answer questions. V/V: 9‐0 Motion carried. Committee of the Whole Minutes – April 14, 2014 d. Recommend Approval of Special Event Application for ADA Tour de Cure on June 8, 2014 as Presented. Moved by Ald. Bruno, second by Ald. Kilburg V/V: 9‐0 Motion carried. e. Recommend Approval of Special Event Application for Gardenology 2014 Gard Faire on May 17, 2014 as Presented. Moved by Ald. Brown, second by Ald. Flanagan Organizer Larry Kasper was present to answer questions. V/V: 9‐0 Motion carried. f. Recommend Approval of Special Event Application for the Geneva Public Library Ice Cream Social on July 9, 2014 as Presented. Moved by Ald. Cummings, second by Ald. Bruno V/V: 9‐0 Motion carried. g. Recommend Approval of Special Event Application for the Memorial Day Pancake Breakfast on May 26, 2014 as Presented. Moved by Ald. Singer, second by Ald. Seno V/V: 9‐0 Motion carried. h. Recommend Approval of Special Event Application for Swedish Days as Presented. Moved by Ald. Bruno, second by Ald. Cummings Chamber President Jean Gaines reviewed this year’s application and the new events that were planned. V/V: 9‐0 Motion carried. i. Recommend Approval of New World Software Modification/Enhancement in an Amount not to Exceed $25,000. Moved by Ald. Singer, second by Ald. Seno Finance Manager Dahl reviewed the item and the background on why the city would be purchasing the enhanced software related to the new meters. V/V: 9‐0 Motion carried. Committee of the Whole Minutes – April 14, 2014 j. Recommend Approval of Draft Resolution Adopting Amendments to the City of Geneva Personnel Policy Manual. Moved by Ald. Kilburg, second by Ald. Singer Ald. Simonian offered a friendly amendment to remove amendments regarding all clothing allowances and leave as is until further review. V/V: 8‐1 (Brown) Motion carried. k. Recommend Approval of Draft Resolution Authorizing Execution of a Professional Services Agreement with Weilandt Legal Services. Moved by Ald. Cummings, second by Ald. Singer V/V: 9‐0 Motion carried. l. Recommend Approval of Draft Resolution Authorizing Execution of a Construction Contract with S. Patzer & Company for the “2014 Third Street Pedestrian Mall Project” in an amount not to exceed $35,000.00. Moved by Ald. Cummings, second by Ald. Kilburg Discussion was heard on the type of fireplace and location to be installed. V/V: 9‐0 Motion carried. 3. New Business Dawkins announced the new ‘donation’ option on resident utility bills. Residents can donate additional funds to their bill to groups such as Geneva Beautification, Cultural Arts Commission, etc. Geneva Community Chest director Steve Lillie was in attendance and asked if nonprofit groups outside of the city could be included. Dawkins stated not at this time. 4. Upcoming Meetings: Committee of the Whole: April 28, 2014. 5. Adjournment On a motion by Ald. Cummings, second by Ald.
