1. Call to Order
Chairman Bruno called the meeting to order at 7pm, noting that Mayor Burns was not in
attendance.
2. Consider Consent Agenda
Moved by Ald. Cummings, second by Ald. Flanagan V/V: 10‐0 Motion carried.

April 14, 2014.

4. Items of Business
a. Recommend Draft Ordinance Amending Title 4, Chapter 2 (Liquor Control) Adding a Class
E‐6 (Geneva Chamber of Commerce) Special Event Liquor License.

On a question from Ald. Simonian, McKittrick stated that the license covers beer and wine only.
V/V: 9‐0 (Singer abstained) Motion carried.
b. Recommendation Regarding Temporary Outdoor Sales (Food Cart) at 716 W. State Street
(Josef’s Deli).
Moved by Ald. Maladra, second by Ald. Marks V/V: 10‐0 Motion carried.
c. Recommend Request to Waive Building Permit Application Requirements for Temporary
Outdoor Sale Areas on Private Property and City’s Established Procedure for Review and
Approval of Same Areas During Swedish Days 2014.

Untch explained that the city code review of outdoor temporary uses was still taking place and
the staff recommended that permits be waived for Swedish Days 2014. Ald. Brown asked if the
city could still inspect tents, spaces if needed and Untch and Divita confirmed that inspections
could still take place.

d. Recommend Approval of Special Event Application for Multisport Madness Kids, Inc. Kids
Triathlon Sunday, May 25, 2014.

e. Recommend Draft Resolution Authorizing Bid Award and Contract to DeMar Tree &
Landscaping Service Inc. in the Budgeted Amount of $96,965.00 for 2014‐15 Electric
Service Tree Trimming Program.

f. Recommend Draft Resolution Authorizing Purchase of Water Treatment Facility Cartridge
Filters from American Melt Blown & Filtration at a price of $7.30 per unit.

g. Recommend Draft Resolution Authorizing Purchase of ITron 100W Encoder Receiver
Transmitters from Water Products in an Amount Not to Exceed $98,500.

h. Recommend Draft Resolution Authorizing Purchase of IPerl Water Meters from Sensus
for FY2014‐15 at a Cost Not to Exceed $86,500.

i. Recommend Draft Resolution Authorizing Bid Award and Contract to Hardin Paving
Services in the Amount of $2,487,040.50 for 2014 Street Improvement Program.
City Engineer Brian Schiber requested that this item be pulled from the agenda. He and
McKittrick stated that the city would re‐publish the bid and formally ask to reject all current bids
at the May 5, 2014 City Council meeting. Due to rebidding, the project would be delayed
approximately one month but still completed before winter.
NO CONSIDERATION/NO ACTION TAKEN.
j. Recommend Draft Resolution Authorizing Execution of IDOT Forms BLR 14230 and BLR
14231 for the 2014‐15 Municipal Estimate of Maintenance Costs.

k. Recommend Draft Resolution Authorizing Bid Award and Contract to BG Concrete in an
Amount Not to Exceed $25,590 for 2014‐15 Sidewalk and Curb Maintenance Project.

3. New Business
Ald. Kilburg announced a citywide spring clean‐up and encouraged all to volunteer on May 10.
Information would be posted on the city website.

voice vote at 7:23pm.
