1. Call to Order at 7:00 p.m. by Singer. Ald. absent: Bruno, Flanagan, Marks. Also
attended: Burns (arr. 7:25 p.m.), McKittrick, Dawkins, Dinges, Divita, Mexin, Olson,
Buffington, VanGyseghem
2. Consider Consent Agenda

4. Items of Business
a. Recommend Issuance of Class E-6 Liquor Licenses to Geneva Chamber for
Swedish Days Craft Beer Tent June 19-22, 2014; Geneva Arts Fair July 26, 2014;
Festival of the Vine September 5-7, 2014.
Motion: Cummings – Second: Seno V/V: 7-0
b. Recommend Approval of Special Event Application from Geneva Chamber of
Commerce for Arts Fair July 26-27, 2014.

c. Recommend Approval of Special Event Application from Geneva Concours
d’Elegance Events August 24, 2014.
Motion: Brown – Second: Simonian V/V: 7-0
Dir. Divita reviewed the events and cars to be featured.
It was noted that item 4b should read “Geneva Arts Fair July 26-27, 2014.” Item 4a
liquor license is only for July 26, 2014. Motion by Brown, second by Cummings to
correct the motion to so read. V/V: 7-0
d. Recommend Draft Ordinance Amending Title 4, Chap. 2 (Liquor Control) Adding One
(1) Class C-4 Wine and Beer Bar Liquor License (Chilled Palette at 500 S. Third Street).

Owner Miriam Kuta was present to provide additional information on her wine and
canvas studio opening in downtown Geneva.
e. Recommend Draft Resolution Authorizing Purchase of Three (3) Self-Contained
Breathing Apparatus Units and Eight (8) Portable Radios at a Cost Not to Exceed
$25,600.00.
Chief Olson explained what the equipment is used for and how it is being funded.

f. Recommend Draft Resolution Authorizing Purchase of 2013 Chevrolet Tahoe for Fire
Department Operations Vehicle at a Cost Not to Exceed $34,000.00.

g. Recommend Draft Ordinance Amending Title 7, Chap. 1 (Traffic Code), Section
7-1-2 (Illinois Vehicle Code) and Section 7-1-3B and 3C (Violations; Penalty)
Chief Mexin was present to provide background on the process and what the ordinance
would allow Geneva police to do in regards to writing up violations and how they
process and paid.

h. Recommend Draft Resolution Authorizing Execution of Law Enforcement Mutual Aid
Agreement for the Existence and Formation of Illinois Law Enforcement Alarm System
by Intergovernmental Cooperation.
Mexin again reviewed the item and stated it was generally a housekeeping issue and
reaffirming the original resolution and agreement. No changes affecting the City.

i. Recommend Draft Resolution Authorizing Publication of Updated City of Geneva
Zoning Map.

j. Recommend Draft Resolution Extending Conditional Site Plan Approval Related to
Parking Lot Expansion at 2202 Gary Lane (Martin Farm Holdings).

k. Recommend Draft Resolution Authorizing Purchase of Polydyne Polymer for

Wastewater Treatment Plant at a Cost of $1.05 Per Pound.

l. Recommend Draft Resolution Authorizing Bid Award and Purchase of Cable for
FY2014-15 Cable Replacement Project as Presented.

m. Recommend Draft Resolution Authorizing Purchase of Ford Fusion Hybrid
Through Illinois Joint Purchase Program in the Amount of $23,423.00 for Electric
Division.
Motion: Brown – Second: Seno V/V: 7-0
n. Recommend Draft Resolution Declaring Surplus Property for 2001 Ford Taurus.
Motion: Simonian – Second: Maladra V/V: 7-0
o. Recommend Draft Resolution Authorizing Execution of First Amendment to Joint Use
Pole Agreement Between the City of Geneva and AT&T.
Motion: Simonian – Second: Brown V/V: 7-0
p. Recommend Draft Resolution Authorizing Bid Award and Purchase of
Transformers and Switchgear for FY2014-15 as Presented.
Motion: Maladra – Second: Kilburg V/V: 7-0
q. Recommend Draft Resolution Authorizing Execution of Ride in Kane Program
Agreement Effective May 2014 through June 2016, Subject to Approved Funds.
Ald. Singer praised the program noting that it provides much needed transportation for
seniors and the disabled.

r. Recommend Acceptance of FY2013-14 4th Quarter Goals Status Report.
Motion: Maladra – Second: Simonian V/V: 7-0
5. New Business

Ald. Simonian directed a question to Chief Mexin on status of concealed-carry and Geneva
applicants. Mexin stated that PD staff is part of the review process but is not keeping statistics
on applications.
6. Closed Session on the Appointment, Employment, Compensation,
Discipline, Performance or Dismissal of Specific Employees of the
Public Body; Update on Pending Litigation; Collective Negotiating Matters
Between Public Employers and Their Employees or Representatives.
Moved by Ald. Maladra, seconded by Ald. Brown that the Council adjourn to Closed Session.
Roll call:
AYES: 7 (Ald. Brown, Cummings, Kilburg, Maladra, Seno, Simonian, Singer)
NAYS: 0 MOTION CARRIED
The Council adjourned to Closed Session at 7:28 p.m.
Moved by Ald. Cummings, seconded by Ald. Maladra that the Council return to Open Session.

NAYS: 0 MOTION CARRIED
The Council returned to Open Session at 8:10 p.m.
