COMMITTEE OF THE WHOLE MINUTES MAY 27, 2014 PRESENT: Mayor Burns, Ald. Brown, Bruno, Cummings, Flanagan, Kilburg, Maladra, Marks, Simonian, Singer, Seno McKittrick, Dawkins, Divita, Untch, Schiber, Dahl, Dinges 1. Call to Order Chairman Marks called the meeting to order at 7pm noting all were present. Marks then requested that items 4h and 4i be considered at the top of the agenda. 2. Consider Consent Agenda Moved by Ald. Kilburg, second by Ald. Cummings V/V: 9‐0 (Bruno abstained) Motion carried. *3. Approve Committee of the Whole Minutes from May 12, 2014 (Approved on Consent Agenda) 4. Items of Business h. Recommend Draft Resolution Authorizing Execution of an Agreement with the Geneva Park District for the Transfer and License of Property from the City of Geneva to the Geneva Park District and Authorize Execution of a Use Permit and License Agreement for RiverPark Property. Moved by Ald. Simonian, second by Ald. Singer Mayor Burns recognized Sharon Jones, Laura Zuzully and Dennis Kintop for their stewardship in guiding the RiverPark project from the beginning. Kintop and Jones thanked the city for their assistance over the years and dedication to open space. V/V: 10‐0 Motion carried. i. Recommend Draft Resolution Authorizing the Dissolution of an Intergovernmental Agreement for Maintenance of RiverPark by the Geneva Park District. Moved by Ald. Bruno, second by Ald. Singer V/V: 10‐0 Motion carried. May 27, 2014 1 Committee of the Whole Minutes a. Recommend Approval of Special Event Application from Geneva Chamber of Commerce for Festival of the Vine Sept. 5‐7, 2014 Including City Services, Closure and Use of City Right‐of‐Way. Moved by Ald. Flanagan, second by Ald. Seno Chamber President Jean Gaines was present to answer questions. V/V: 10‐0 Motion carried. b. Recommend Approval of Special Event Application from Shebix Inc. for Advocate/Dreyer Fox Valley Marathon Sept. 21, 2014 Including Street Closures and Use of City Services. Moved by Ald. Cummings, second by Ald. Seno Race organizers Craig Bixler and Dave Sheble were present to answer questions and provide details on the charity portion of the race. V/V: 10‐0 Motion carried. c. Recommend Draft Resolution Requesting IDOT State Route Street Closures of Rte. 31 and Rte. 38 for Advocate/Dreyer Fox Valley Marathon Sept. 21, 2014. Moved by Ald. Cummings, second by Ald. Brown V/V: 10‐0 Motion carried. d. Recommend Draft Ordinance Amending Exhibit II (Permitted Uses) of the Fabyan and Kirk Planned Unit Development to Include “Spa Services and Products” as a Use Permitted by Right – Salternative, Inc. Moved by Ald. Maladra, second by Ald. Bruno Leah Jenski with Salternative Spa was present provide background on the business and services it will provide. V/V: 10‐0 Motion carried. e. Recommend Draft Resolution Authorizing Execution of FY2013‐14 Budget Amendments as Presented. Moved by Ald. Singer, second by Ald. Bruno V/V: 10‐0 Motion carried. May 27, 2014 2 Committee of the Whole Minutes f. Recommend Draft Ordinance Amending Title 9 (Municipal Utilities), Ch. 1 (Gen’l Provisions) Section 9‐11 (Application for Service), Paragraph B (Service Deposits) of the Geneva City Code. Moved by Ald. Maladra, second by Ald. Cummings V/V: 10‐0 Motion carried. g. Recommend Bid Award and Contract to Hardin Paving Inc. in the Amount of $2,454,454.00 for FY2014 Street Improvement Program. Moved by Ald. Flanagan, second by Ald. Singer V/V: 10‐0 Motion carried. 5. New Business Ald. Singer thanked all who came out to the Memorial Day parade and observances. Ald. Kilburg congratulated all recent Geneva High School and Geneva students elsewhere who were graduating from high school and college. 6. Upcoming Meetings: Committee of the Whole: June 9, 2014. 7.
