COMMITTEE OF THE WHOLE MINUTES
SEPTEMBER 22, 2014
1. Call to Order
Ald. Marks called the meeting to order at 7:00pm noting that Ald. Cummings was absent.
Mayor Burns welcomed new Public Works Dir. Rich Babica. Babica provided some
background on his career and stated he was excited to be in Geneva.
Burns then announced that Geneva would be hosting the US Figure Skating Midwestern
Section November 19 – 22nd at the Fox Valley Ice Arena. Ed Mann, President of the Council,
provided some details on the upcoming event and presented a video overview of US Figure
Skating.

4. Items of Business
a. Recommend Draft Resolution Awarding Bid and Contract to Glenbrook Excavating &
Concrete Inc. in the Amount of $72,205.00 for 2014 Second Street Alley Improvement
Project.

b. Recommend Draft Resolution Awarding Bid and Contract to Stewart Spreading in the
Amount of $153,748.00 for 2014 Biosolids Land Application Program.

c. Recommend Draft Resolution Authorizing Execution of a Professional Services
Agreement with ESI Consultants, Inc. in an Amount Not to Exceed $28,650.00 for Route
31 Water Main Replacement Design Services.

d. Recommend Draft Ordinance for 15th Restatement of Ord. 2003-33 (Delnor Community
Planned Unit Development) – East Lawn, Pond, and Site Signage Enhancement
Projects.

e. Recommend Draft Resolution Adopting “Homes for a Changing Region” – Central Fox
Valley Housing Plan for Batavia, Geneva, North Aurora, and St. Charles.

Dir. Untch, alongside Kane County Planning Div. rep Brett Hanlon and CMAP rep Drew
Williams-Clark. Williams-Clark provided the overview and findings of the study and
report and explained the process by which the recommendations were crafted. The
recommendations for approval included:
* Establish a goal that 15% of all new housing units will be affordable housing
* Amend zoning codes to allow for compact residential development in key areas
of the City
* Create an incentive-based overlay zoning district that encourages the
development of affordable housing
* Commission a downtown parking study
* Consider a foreclosure redevelopment program
* Provide educational materials to citizens regarding housing trends, data, and
related goals
* Reaffirm the City’s commitment to be an open community.
Discussion on how Geneva’s current trends and housing stock is affected by the
recommendations, along with ideas on how to move forward with planning and
implementation. Dir. Untch reminded the council that this is a policy document to be
used as an initial step in the process of complying with the federal housing laws by
January 2016. Mayor Burns recognized several members of the Affordable Housing
Task Force, including John Martin and Chuck Miles who were in attendance. Ald.
Brown requested that only the Geneva language and recommendations be presented in
the final document for formal approval Oct. 6.

5. New Business
A special Committee of the Whole ‘Policy Discussion’ meeting would take place at the Public
Works Training Room, 1800 South Street, on Sept. 29.

vote at 8:25pm.
