4. Items of Business
a. Recommend Approval of Special Event Application for Tour de Cure June 14, 2015 and
Use of Four (4) Parking Spaces within Water Street Public Parking Lot.

b. Recommend Approval of Special Event Application and Related Street Closures, Use of
City Services and Reimbursement Costs; and Draft Resolution for IDOT Road Closure for
Fox Valley Marathon September 20, 2015.

c. Recommend Draft Resolution Authorizing Acceptance of Proposal to Bind Coverage for
Commercial Liability, Excess Workers’ Compensation, Property, Boiler and Machinery,
Electric Utility, Crime, and Excess Liability Coverage Effective April 30, 2015 at a Total
Cost of $459,351.

Jessica Govic with Arthur J. Gallagher was present to answer questions. Govic answered
questions regarding deductibles and the workers’ compensation coverage amounts. Govic
noted that Geneva historically has lower claims than other municipalities.

d. Recommend Draft Resolution and Proclamation for National Arbor Day in the City of
Geneva, IL.

e. Recommend Draft Resolution Authorizing Execution of a License Agreement Between
Bensidoun USA and the City of Geneva, IL for an Open-Air Market April 19, 2015
through November 15, 2015.
Moved by Ald. Bruno, second by Ald. Seno
Planner Evans clarified that the first date of the market would be April 19, and part of the
approval. The contract for approval would carry through for one year only in the hope
that the new covered market would be in place for 2016.

f. Recommend Draft Resolution Authorizing Execution of a Plat of Easement for Water
Main and Utilities for the Forest Preserve District of Kane County Near Cougar Stadium.

g. Recommend Draft Resolution of a Three-Year Contract for Landscaping Services with
Accurate Edge Landscaping Inc. in the Amount of $85,164.

h. Stationary Energy Storage Presentation by Johnson Controls / Recommend Draft
Resolution Authorizing Execution of an Agreement with EnergyConnect Inc., a Division
of Johnson Controls, Inc. to Allow Johnson Controls to Participate in PJM’s Market-Based
Frequency Regulation Program.
Moved by Ald. Maladra, second by Ald. Marks
Johnson Controls presented information on their proposed battery storage program at
their Geneva plant and its benefits to the City. Electric Supt. also stated that this program
would be beneficial to the City’s energy portfolio. There was additional discussion on how
the battery is made and stored, and how it would benefit the city’s load reduction program.
V/V: 10-0 Motion carried.
i. Recommend Draft Resolution Authorizing Execution of an Amendment to the Operation
and Maintenance Agreement with Caterpillar Power Generation LLC for Operation of the
Geneva Generation Facility in 2015, 2016, and 2017.

j. Recommend Draft Resolution Authorizing Contract and Bid Award to DeMar Tree &
Landscaping Service Inc. in the Amount of $120,000 for City Tree Trimming Program FY
2015-16.

k. Recommend Draft Resolution Authorizing Plote Construction Inc. to Perform Overnight
Roadway Construction Between the Hours of 8pm and 6am on IL Route 38 Intersections
of Anderson Blvd. and First Street.

On a motion by Ald. Brown, second by Ald. Marks, the meeting was adjourned to closed
session at 8:06pm.
