X NO If NO, please explain how the item will be funded: The construction bids came in higher than the budgeted amount. Staff is recommending the use of ICPF funds to cover the difference. Executive Summary: The construction of a downtown public parking lot on the City acquired property at the corner of South Fourth Street/Crescent Place has been a high priority in the City’s Capital Improvement Program for several years and the City has budgeted $340,000.00 for this construction. In April of this year the Council approved an engineering design contract with Baxter & Woodman for $23,250 to prepare the final engineering/specifications necessary to bid this project. Public Works staff will do the daily inspections and construction management on this project. Eight (8) bids were received for the South Fourth Street Parking Lot construction project and these were publicly opened/read on August 20, 2015. The bids were set up with a base bid to get the site ready for the parking lot construction, and then we requested alternate bids for both a concrete and an asphalt (HMA) parking lot. See the attached bid tabulations. The low bidder for an asphalt (HMA hot mix asphalt) parking lot @$400,338.05 is Copenhaver Construction out of Gilberts, Illinois. The low bidder for a concrete parking lot @$430,484.36 is Abbey Paving & Sealcoat Company out of Aurora, Illinois. Both companies are prequalified by IDOT to perform the work involved in this contract, but only Abbey has done work in Geneva previously. We have found their work to be acceptable. HMA is cheaper to maintain and it has ice/snow melting benefits when it’s exposed to the sun. The HMA plants typically close in November of each year due to cold weather/snow, but with the proper cold weather protective measures, concrete can be 3 placed almost year round. However, concrete has about 10-15 more years of useful life than HMA. The Public Works staff is of the opinion that the ~$30,000 extra cost for a concrete parking lot is worth it over the useful life of the parking lot. The Public Works staff has discussed the difference between the budgeted amount and the bid amounts (max. of ~$114,000) with Tom Dahl and he has reported that the Non- Home Rule Sales Tax fund (ICPF) ended last fiscal year with a $823,000 balance and the City budgeted the use of $500,000 of this balance for this fiscal year. That leaves a balance for the City of approximately $323,000. SECTION 2: That the City will use $113,734.36 from the ICPF in addition to the budgeted amount of $340,000 for the construction of the public concrete parking lot.
