SEPTEMBER 28, 2015
Present: Mayor Burns, Ald. Bruno, Burghart, Cummings, Kilburg, Maladra, Marks, Radecki,
Simonian, Seno, Singer

1. CALL TO ORDER
Ald. Simonian noted that all aldermen were present. He then turned it over to Mayor Burns who
asked for a moment of silence in remembrance of Genevan Jack Young, who recently passed
away.
2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM SEPTEMBER 14,
2015.
3. ITEMS OF BUSINESS
a. Recommend Approval of Special Event Application for Geneva Chamber of
Commerce’s Christmas Walk and House Tour December 4-5, 2015.
Moved by Ald. Cummings, second by Ald. Bruno V/V: 10-0 Motion carried
b. Recommend Draft Ordinance Granting a Sign Variation in the Eagle Brook Planned
Unit Development (Ordinance 95-53) to Increase the Allowable Number of Façade
Signs from Two (2) to Three (3) – 987 S. Randall Road (Fidelity Investments).
Moved by Ald. Marks, second by Ald. Cummings
Brief discussion on the site-specific regulations V/V: 10-0 Motion carried.
c. Recommend Draft Resolution Amending the Geneva Housing Policy Plan and
Subregional Recommendations as Contained in the ‘Homes for a Changing Region’
Plan for the Central Fox Valley Subregion – Batavia, Geneva, North Aurora, St.
Charles.
Moved by Ald. Bruno, second by Ald. Marks
Dir. DeGroot provided a recap on the recent discussions on adopting the Homes for a
Changing Region Plan, and explained that the draft resolution was essentially to ratify that
change. DeGroot also noted various specific potential locations within the City for the

housing sites. DeGroot further stated that this document would be a tool for the City as well
as for potential developers who are interested to know what areas in the city are zoned for
this housing.
V/V: 10-0 Motion carried.
4. NEW BUSINESS
Ald. Kilburg noted the recent death of east side letter carrier Steven Hicks.
5. ADJOURNMENT
On a motion by Ald. Marks, second by Ald. Seno, the meeting was adjourned by unanimous
voice vote at 7:30pm.
