COMMITTEE OF THE WHOLE MINUTES NOVEMBER 23, 2015 Present: Ald. Bruno, Burghart, Kilburg, Maladra, Marks, Radecki, Simonian, Seno, Singer Absent: Mayor Burns, Ald. Cummings Staff Present: Dawkins, Babica, Wright, VanGyseghem, Kruse 1. CALL TO ORDER Chairman Radecki called the meeting to order at 7pm noting Burns and Cummings were absent. He then asked Ald. Bruno to lead the Pledge of Allegiance. 2. APPROVE MINUTES FROM NOVEMBER 6, 2015 AND NOVEMBER 9, 2015. Moved by Ald. Marks, second by Ald. Bruno V/V: 9-0 Motion carried. 3. ITEMS OF BUSINESS a. Recommend Draft Ordinance Amending Title 4, Ch. 2, Section 4-2-13 Adding One (1) Class B-3 Liquor License (Gia Mia LLC at 13 N. Third) Moved by Ald. Seno, second by Ald. Marks The owners of Gia Mia were present to introduce their business to the City and were planning to open in early 2016. Roll Call: Ayes: 9 Nays: 0 Motion carried. b. Recommend Draft Resolution Authorizing Purchase of Altec TA50 Bucket Truck in the Amount of $199,557. Moved by Ald. Marks, second by Ald. Bruno A discussion on leasing versus purchase was heard. Staff indicated that a lease option was not investigated. Roll Call: Ayes: 8 Nays: 1 (Simonian) Motion carried. COMMITTEE OF THE WHOLE MINUTES – NOV. 23, 2015 1 c. Recommend Approval of Certificate of Completion – Park Place Development Moved by Ald. Marks, second by Ald. Singer Roll Call: Ayes: 9 Nays: 0 Motion carried. d. Recommend Draft Ordinance Repealing Title 9, Section 9-3A-4(B) Related to Sanitary Sewer Credits Moved by Ald. Marks, second by Ald. Seno Ald. Bruno recused himself from discussion. Supt. VanGyseghem provided background on the genesis of suspending the credits per city council directive in 2012. The proposed ordinance would codify that direction. Some council members brought up the possibility of keeping the credits in the code to use as an economic incentive for prospective businesses. Ald. Maladra wished to clarify that against existing industrial businesses. Asst. Admin. Dawkins stated that to use the credits as an incentive could be separate from the code. Roll Call: Ayes: 4 (Burghart, Kilburg, Radecki, Singer) Nays: 4 (Maladra, Marks, Simonian, Seno) Motion failed. e. Recommend Draft Ordinances for 2015 General Corporate and Special Service Area Tax Levies Moved by Ald. Marks, second by Ald. Kilburg Ald. Simonian asked that an error in the memo indicating “increase” be changed to “decrease”. Manager Kruse stated it would be corrected for the council packet on December 7. Roll Call: Ayes: 9 Nays: 0 Motion carried. 4. NEW BUSINESS Ald. Singer wished everyone a happy Thanksgiving holiday. 5. ADJOURN On a motion by Ald. Simonian, second by Ald.
