Committee of the Whole Minutes January 25, 2016 Present: Mayor Burns, Ald. Bruno, Burghart, Cummings, Kilburg, Maladra, Marks, Radecki, Simonian, Singer Absent: Ald. Seno Staff Present: McKittrick, Dawkins, Babica, Tymoszenko, DeGroot, Lambert, Mexin 1. CALL TO ORDER 2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM JANUARY 11, 2016. Moved by Ald. Cummings, second by Ald. Marks V/V: 9-0 Motion carried. 3. ITEMS OF BUSINESS a. Recommend Draft Resolution Approving the Welcome Sign Design Package by Lannert Group. Moved by Ald. Marks, second by Ald. Maladra Chris Lannert of the Lannert Group presented the design package for the proposed welcome signage. Lannert showed the different features, sizes and location that the signs would be placed. Discussion was heard on the total number to be implemented, costs, and the timeline. Ald. Simonian suggested adding event information to the signs. V/V: 9-0 Motion carried. b. Recommend Draft Resolution Authorizing Execution of a License Agreement with Bensidoun USA to Operate an Open Air Market on Sundays from April 24, 2016 through November 6, 2016 at the City-Owned South Fourth Street Parking Lot. Moved by Ald. Cummings, second by Ald. Marks Dir. Tymoszenko and Admin. McKittrick provided additional information on the agreement, noting that they are also working on a future agreement including a covered pavilion. V/V: 9-0 Motion carried. COMMITTEE OF THE WHOLE MINUTES – JAN. 25, 2016 1 c. Recommend Draft Resolution Awarding River Lane Reconstruction Engineering Services to Bollinger, Lach & Associates in the Amount Not to Exceed $83,000.00. Moved by Ald. Radecki, second by Ald. Marks V/V: 9-0 Motion carried. d. Consider Draft Ordinance Amending Title 7 (Traffic and Motor Vehicles) Section 7-4-7 to Prohibit Parking on the West Side of South Fourth Street from Franklin to a Point 80 Feet South and from Fulton Street to a Point 115 Feet North. Moved by Ald. Marks, second by Ald. Singer Chief Mexin answered questions from the council about how the issue was brought to Alderman Bruno and Burghart by the affected residents. The residents requesting the ordinance amendment were present, stating that while it was not a perfect solution, it would be welcomed and provide some relief. Ald. Maladra cautioned that by making these changes, we would only be moving the problem further down the street. V/V: 9-0 Motion carried. e. Recommend Draft Ordinance Establishing Application Deposit Requirements for Historic Preservation Commission Hearings Pertaining to Title 10 of the Geneva City Code. Moved by Ald. Marks, second by Ald. Burghart Historic Planner Lambert provide the details on the draft ordinance, noting that the changes were pursuant to the recent overhaul of the ordinance and the request by the aldermen to charge an application fee for non-owner landmark or districting applications. Discussion followed on the ethics of charging one type of applicant but not another. Fee ranges were also discussed. A motion by Ald. Singer, second by Ald. Marks, was heard to amend the original motion to require a fee to be charged for both a non-owner applicant and owner-applicant. Ald. Bruno recalled that prior discussions had garnered support for charging a higher fee for a non-owner applicant. Roll Call on Amendment: Ayes: 8 Nays: 1 (Bruno) Motion carried. Ald. Simonian proposed a higher fee for a non-owner applicant. Ald. Maladra stated that if the goal was to recoup costs, this would not be advisable.
