Kilburg STAFF: McKittrick, Dawkins, Olson, DeGroot, Babica, Tymoszenko 1. CALL TO ORDER 2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM JANUARY 25, 2016. Moved by Ald. Singer, second by Ald. Marks V/V: 9-0 Motion carried. 3. ITEMS OF BUSINESS a. Recommend Draft Resolution Authorizing Declaration of Geneva Emergency Management 2005 Chevy Impala as Surplus Property. Moved by Ald. Cummings, second by Ald. Marks V/V: 9-0 Motion carried. b. Recommend Approval of Certificate of Acceptance – Roquette of America at 2211 Kautz Road for Site Improvements. Moved by Ald. Marks, second by Ald. Cummings V/V: 9-0 Motion carried. c. Recommend Draft Resolution Authorizing Execution of an Easement at 1900 Kaneville Road for Electric Distribution. Moved by Ald. Consider Draft Resolution Amending the City’s Comprehensive Plan to Change the Future Land Use Designation for Subject Realty from “Single Family Residential” to “Multi-Family Residential” – David Weekley Homes/Riverbank of Geneva. Moved by Ald. Cummings, second by Ald. Marks On a question from Ald. Singer, Dir. DeGroot explained how and when a backup Special Service Area would be implemented. V/V: 9-0 Motion carried. g. Consider Draft Ordinance Rezoning (Zoning Map Amendment) the Subject Realty (Area 1) from the I1 Light Industrial District to the R7 Multiple-Family Residential District – David Weekley Homes/Riverbank of Geneva. Moved by Ald. Marks, second by Ald. Seno V/V: 9-0 Motion carried. h. Consider Draft Ordinance Granting an Amendment to the Riverbank Subdivision/Planned Unit Development – David Weekley Homes/Riverbank of Geneva. Moved by Ald. Bruno, second by Ald. Marks V/V: 9-0 Motion carried. i. Consider Draft Ordinance Granting Preliminary/Final Planned Unit Development and Plat of Subdivision Approval – David Weekley Homes/Riverbank of Geneva. Moved by Ald. Marks, second by Ald. Bruno V/V: 9-0 Motion carried. j. Consider Draft Ordinance Granting an Amendment to the Pepper Valley Planned Unit Development to Allow Sit-Down/Drive-Through Restaurants as a Special Use and a Special Use to Allow a Dunkin Donuts Sit-Down/Drive-Through Restaurant on the Property Located at 2401 Kaneville Road, Unit 12- Steven Kolber, Kolbrook Design for Dunkin Donuts. Mayor Burns asked for a motion and second (Marks/Bruno). Attorney for the City, Scott Fintzen, then advised to bifurcate the item, splitting consideration and votes so that a vote on the PUD would be first, and another vote on the consideration of the Special Use for Dunkin Donuts occur thereafter. Moved by Ald. Marks, second by Ald. Cummings to bifurcate the item as advised by counsel. V/V: 9-0 Motion carried. COMMITTEE OF THE WHOLE MINUTES – FEB. 8, 2016 2 Discussion on the PUD, as well as the Special Use request was heard with the following Geneva citizens voicing opposition to the project: • Cynthia Albright, 219 S. Cambridge. Ms. Albright also presented petitions signatures opposing the project and requested they be entered into the record. • Gary Gadzinski, 108 S. Cambridge • Greg Mercier, 103 Winthrop • Mike Cornick, 322 W. Westport • Gabriel Kaven, 12 S. Cambridge • Mary Stavenhagen, 4 S. Andover • Jerry Hurley, 301 S. Cambridge • Matt Bruno, 2112 Hartford • Paul McDonough, 6 N. Cambridge • Vicky Schaeffer, 2325 Sudbury • Elaine Knight, 322 Cambridge After a brief recess, Dunkin Donuts representative Jim Duerr then asked to present a traffic study by Tim Doran of Gewalt Hamilton Associates. Doran provided data collected in late 2015 regarding traffic counts and traffic flows within the vicinity of the strip mall. Several aldermen voiced concerns about the current traffic patterns in the area and believed they would only be compounded with the business opening in that location. Motion by Marks, second by Bruno to Grant an Amendment to the Pepper Valley Planned Unit Development to Allow Sit-Down/Drive-Through Restaurants as a Special Use: Roll Call: Ayes: 0 Nays: 9 Motion defeated. Motion by Cummings, second by Marks, to Grant a Special Use to Allow a Dunkin Donuts Sit- Down/Drive-Through Restaurant on the Property Located at 2401 Kaneville Road, Unit 12: Roll Call: Ayes: 0 Nays: 9 Motion defeated. Mayor Burns stated that the item would be on the February 16, 2016 City Council meeting for formal consideration and thanked all parties for their comments. 4. NEW BUSINESS 5. ADJOURNMENT On a motion by Ald. Simonian, second by Ald.
