COMMITTEE OF THE WHOLE MINUTES FEBRUARY 22, 2016 PRESENT: Mayor Burns, Ald. Bruno, Burghart, Cummings, Kilburg (via telephone), Maladra, Marks, Simonian, Seno, Singer ABSENT: Ald. Radecki STAFF: McKittrick, Dawkins, DeGroot, Wright, Babica, Heflin 1. CALL TO ORDER Chairman Marks called the meeting to order at 7:00pm noting Ald. Radecki was absent and Ald. Kilburg was present via telephone. 2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM FEBRUARY 8, 2016. Moved by Ald. Cummings, second by Ald. Bruno V/V: 9-0 Motion carried. 3. ITEMS OF BUSINESS a. Recommend Approval of Special Event Application for Gardenology May 14, 2016. Moved by Ald. Cummings, second by Ald. Seno V/V: 9-0 Motion carried. b. Recommend Draft Ordinance Amending Title 4 (Business & License Regulations), Chapter 2 (Liquor Control) Sections 4-2-8, 4-2-11 and 4-2-25 Related to Basset Certification Requirements. Moved by Ald. Cummings, second by Ald. Singer V/V: 9-0 Motion carried. c. Recommend Draft Ordinance Amending Title 11 (Zoning), Section 11-7B-3 (Special Uses in the I1 Light Industrial District) Related to Expanding the List of Special Uses in the I1 District to Include “Theater” – Geneva Park District. Moved by Ald. Cummings, second by Ald. Seno Resident Brannen Anderson, 328 N. Second St., voiced her support for the theater moving into her neighborhood and referred back to the Park Place development discussions in 2015 to further her views COMMITTEE OF THE WHOLE MINUTES – FEB. 22, 2016 1 that just because she was opposed to Park Place didn’t mean she or her neighbors were opposed to other developments coming to their neighborhood. Ald. Maladra noted the differences with a commercial development and residential development in regards to neighborhood opposition. V/V: 9-0 Motion carried. d. Recommend Draft Ordinance Granting a Special Use for a Theater at 321 Stevens Street in the I1 Light Industrial District – Geneva Park District. Moved by Ald. Bruno, second by Ald. Cummings V/V: 9-0 Motion carried. 4. NEW BUSINESS 5. CLOSED SESSION ON THE APPOINTMENT, EMPLOYMENT, COMPENSATION, DISCIPLINE, PERFORMANCE, OR DISMISSAL OF AN EMPLOYEE OF THE PUBLIC BODY; THE OPERATION BY A MUNICIPALITY OF A MUNICIPAL UTILITY OR THE OPERATION OF A MUNICIPAL POWER AGENCY RELATED TO THE PURCHASE, SALE, OR DELIVERY OF ELECTRICITY; and THE PURCHASE, SALE OR LEASE OF PROPERTY FOR THE USE OF THE PUBLIC BODY. Moved by Ald. Bruno, second by Ald. Seno, the meeting was adjourned to closed session at 7:15pm. Roll Call: Ayes: 9 Nays: 0 Motion carried. On a motion by Ald. Cummings, second by Ald. Bruno, the meeting was brought back to Open Session at 9:48pm. Roll Call: Ayes: 9 Nays: 0 Motion carried. 6. ADJOURNMENT On a motion by Ald. Simonian, second by Ald.
