SPECIAL COMMITTEE OF THE WHOLE MEETING FEBRUARY 29, 2016 FIRE DEPT. HEADQUARTERS 200 EAST SIDE DRIVE PRESENT: Mayor Burns, Ald. Bruno, Burghart, Cummings, Kilburg (via telephone), Maladra, Marks, Radecki, Simonian, Seno, Singer STAFF: McKittrick, Dawkins, Babica, Tymoszenko, DeGroot, Mexin, Olson, Kruse, Prakash, Schultze, Nash, Passarelli 1. Call to Order Mayor Burns called the meeting to order at 6:19pm noting all were present including Ald. Kilburg via phone. 2. Items of Business a. FY2016-17 Budget Discussion Admin. McKittrick stated the purpose of the meeting was to discuss ideas to close the gap on revenue shortfalls for FY2016-17. McKitttrick stated that based on discussions at this meeting, she would prepare a presentation/overview of the proposed budget at the March 7th City Council meeting, and a detailed draft budget at the March 14th Committee of the Whole. McKittrick then provided everyone with a memo containing a list of potential revenue enhancements for FY2016-17 for discussion. The aldermen stated they would not be interested in changing positions on video gaming in Geneva and by consensus chose to leave that item off the potential list. Additionally, discussion on a 2% “places for eating” tax was heard, with a majority of aldermen in agreement to study this further. In addition to this tax, a business registration program, tourism grant program, and a “PILOT” fee program were also discussed. Mayor Burns was not in favor of advancing this idea based on the recent developments in the city of Winfield and Central DuPage Hospital. Discussion on how the revenues would impact the general fund were heard. Burns called for a roll call vote on including this item for further exploration, noting that nothing could be implemented for FY2016-17 due to timing. Ayes: 8 Nays: 1 Abstention: 1 (Seno) The council then reviewed a list of potential program eliminations including the mosquito abatement program. 3. New Business 4. Adjourn On a motion by Ald.
