Committee of the Whole Minutes March 28, 2016 Present: Mayor Burns, Ald. Bruno, Cummings, Kilburg, Maladra, Marks, Radecki, Seno, Singer Absent: Ald. Burghart, Simonian Staff Present: McKittrick, Dawkins, Olson, Mexin, Babica, Tymoszenko, Schiber, Swanson, Passarelli, Landers, Forrest, Kruse, DeGroot 1. CALL TO ORDER Ald. Kilburg, serving as chair, called the meeting to order at 7:00pm noting Ald. Burghart and Simonian were absent. 2. APPROVE COMMITTEE OF THE WHOLE MINUTES FROM MARCH 3, 2016 AND MARCH 14, 2016. Moved by Ald. Seno, second by Ald. Cummings V/V: 8-0 Motion carried. 3. ITEMS OF BUSINESS a. Recommend Draft Resolution Authorizing Intergovernmental Agreement with Kane County for Animal Control Services, Subject to County Board Approval. Moved by Ald. Marks, second by Ald. Seno V/V: 8-0 Motion carried. b. Recommend Approval of Proposed FY2016-17 General Fund, Electric, Water/Wastewater, Capital, Miscellaneous, Tri-Com Budgets; and Classification and Compensation Plan. Ald. Kilburg recommended the committee review each fund systematically. Discussion on specific budget line items including police overtime, fire organizational structure/battalion chiefs, salt purchase budget, SSA #1, mental health board funding policy, water/wastewater, electric capital, and fire and police pension payments were heard. Additional discussion on the overall budget process and council involvement was brought up with several aldermen looking to change the process going forward so they are more involved at the beginning of the process. Admin. McKittrick noted that all budget meetings are open to the aldermen and encouraged them to attend them to have a better grasp of the process from start to finish. Radecki suggested having department heads present quarterly budgeting reports to the council. There was additional focus on adding extra budget meetings for COW, in addition to the regular March and April meetings where the items were normally presented and discussed. Roll Call: Ayes: 6 Nays: 2 Motion carried. 4. NEW BUSINESS Tim Stark, 226 S. Harrison, expressed interest in allowing chickens in residential yard in Geneva. Mayor Burns reiterated the council’s policy against this practice and the history of the discussions in prior years. Burns stated that if it were the council’s intention to bring it back for discussion, they could reconsider. 5. CLOSED SESSION ON THE PURCHASE, SALE, OR LEASE OF REAL PROPERTY FOR THE USE OF THE PUBLIC BODY. Moved by Ald. Marks, second by Ald. Radecki Roll Call: Ayes: 8 Nays: 0 Motion carried to enter closed session at 9:02pm. On a motion by Ald. Marks, second by Ald. Cummings, the meeting returned to open session at 9:41pm. Roll Call: Ayes: 8 Nays: 0 Motion carried. 6. ADJOURNMENT The meeting adjourned after a motion by Ald. Bruno, second by Ald.
