SPRECIAL COMMITTEE OF THE WHOLE MINUTES May 2, 2016 Present: Mayor Burns, Ald. CALL TO ORDER Mayor Burns called the meeting to order at 7:00 p.m. 2. ITEMS OF BUSINESS Recommend Approval of Ordinance 2016-17 Amending Title 5 [Health & Sanitation], Chapter 2 [Garbage, Refuse, and Junk], Section 3 [Collection Charges], Subsection I [City Environmental Collection Charges] of the Geneva City Code Moved by Ald. Marks, seconded by Ald. Seno. Ald. Simonian noted that the correct percentage increase in rates is 6.17 percent, rather than the stated 5.8 percent. V/V: 9-0 Motion carried 3. X NO If NO, please explain how the item will be funded: No funding necessary Executive Summary: Staff is requesting an increase in the refuse fee effective May 15, 2016 from $4.05 to $4.30, or 5.8% increase. This rate increase is due to current contract and future assumed contracted rates and will be in effective for three years. The refuse rate was last changed on May 1, 2013. The rate increase was discussed during the February 29th Special Council meeting and March 7th budget presentation. Attachments: (please list) • AN ORDINANCE AMENDING TITLE 5 [HEALTH AND SANITATION], CHAPTER 2 [GARBAGE, REFUSE, AND JUNK], SECTION 3 [COLLECTION CHARGES] SUBSECTION I [CITY ENVIRONMENTAL COLLECTION CHARGES] OF THE GENEVA CITY CODE IN THE CITY OF GENEVA, KANE COUNTY, ILLINOIS Recommendation / Suggested Action: (briefly explain) Respectfully, we request approval of this ordinance and it has been placed on the May 2, 2016 for City Council approval. 3 ORDINANCE NO. 2016-17 AN ORDINANCE AMENDING TITLE 5 [HEALTH AND SANITATION], CHAPTER 2 [GARBAGE, REFUSE, AND JUNK], SECTION 3 [COLLECTION CHARGES] SUBSECTION I [CITY ENVIRONMENTAL COLLECTION CHARGES] OF THE GENEVA CITY CODE IN THE CITY OF GENEVA, KANE COUNTY, ILLINOIS BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GENEVA, KANE COUNTY, ILLINOIS, as follows: SECTION 1: That Section 5-2-3 I (Collection Charges) of the Geneva City Code is hereby amended by deleting said Section 5-2-3 I and substituting therefore, instanter, the following: 5-2-3: COLLECTION CHARGES I. City Environmental Collection Charges: The monthly rate for services administered by the City to maintain the public streets free of debris and provide disposal services to the public shall be as follows: 1. Four dollars and thirty cents ($4.30) per month for each customer for the city's cost of administering the solid waste & recycling program, household hazardous waste, bulk leaf collection and disposal, brush pick up, and street sweeping on City streets. 2. Said charges shall be assessed to all customers that receive a City of Geneva utility bill effective with billings on or after May 14, 2016. 3. Only households along public streets shall receive bulk leaf collection, brush pick up, and street sweeping. SECTION 2: That Title 5, Chapter 2, Section 3 of the Geneva Municipal Code as heretofore and hereinabove amended shall otherwise remain in full force and effect. SECTION 3: This Ordinance shall become effective from and after following its passage, approval, and publication in accordance with the requirements of law.
