Board of Fire and Police Commission City of Geneva 22 South First Street Geneva, IL 60134 Minutes of the December 18, 2014 Meeting Conference Room – Geneva Police Department Commissioners in Attendance: Arnold Northrup and Jennifer McMahon. Others in Attendance: None. Meeting was called to order at 7:00 p.m. by Commissioner Northrup. A) APPROVAL OF MINUTES Motion: A motion was made by Commissioner McMahon that the minutes from the October 21, 2014 meeting be approved as presented. Seconded by Commissioner Northrup. All Aye, motion passed. Motion: A motion was made by Commissioner McMahon that the minutes from the November 12, 2014 meeting be approved as presented. Seconded by Commissioner Northrup. All Aye, motion passed. B) PUBLIC COMMENTARY - None C) COMMUNICATIONS – Commissioner Northrup reviewed email and other correspondence between himself, Fire Chief Olson, Police Chief Mexin, Assistant City Administrator Dawkins, and miscellaneous parties. Most of the communications were issues that had arisen during promotion and hiring process. D) UNFINISHED BUSINESS Appointment of an FOIA Officer was tabled from the October 21, 2014 meeting. A motion was made by Commissioner Northrup that Commissioner McMahon be appointed as the Board’s FOIA Officer. Seconded by Commissioner McMahon. All Aye, motion passed. Commissioner McMahon will take the on-line training course to familiarize herself with the duties and responsibilities of the FOIA Officer. E) NEW BUSINESS 1. Approval of Fire Department Promotions and Hiring Motion: A motion was made by Commissioner Northrup that the Board approve the promotions of Lt. Kevin Forest to Battalion Chief (effective date 11/29/14), Lt. Kevin Swanson to Battalion Chief (effective date 11/30/14), and Lt. Fred Kriwanek to the position of Battalion Chief (effective date 12/01/14) all within the City of Geneva Fire Department. Seconded by Commissioner McMahon. All Aye, motion passed. Motion: A motion was made by Commissioner Northrup that the Board approve the promotions of Firefighter Rodney Johnson to Lieutenant (effective date 11/29/14), Firefighter Michael Benz to Lieutenant (effective date 11/30/14), Firefighter David Lentz to Lieutenant (effective date 12/01/14), and Firefighter Philip Affrunti to Lieutenant (effective date 12/02/14) all within the City of Geneva Fire Department. Seconded by Commissioner McMahon. All Aye, motion passed.  Motion: A motion was made by Commissioner Northrup that the Board approve the hiring of Eric Blaser for the position of Firefighter with the City of Geneva Fire Department effective 12/02/14. Seconded by Commissioner McMahon. All Aye, motion passed. 2. Approval of Police Department New Hires Motion: A motion was made by Commissioner Northrup that the Board approve that Conditional Offers of Employment be extended to Jan Walkosz (sent 12/09/14) and Eric Strauss (sent 12/12/14) for the position of Police Officer with the City of Geneva. Seconded by Commissioner McMahon. All Aye, motion passed. Motion: A motion was made by Commissioner Northrup that the Conditional Offer of Employment extended to Eric Strauss for the position of Police Officer with the City of Geneva be withdrawn effective 12/18/14. Seconded by Commissioner McMahon. All Aye, motion passed. Motion: A motion was made by Commissioner Northrup that the Board approve the hiring of Jan Walkosz as a Probationary Police Officer with the City of Geneva. Seconded by Commissioner McMahon. All Aye, motion passed. 3. Change in testing dates for Fire Lieutenant and Deputy Fire Chief During the promotion process for Battalion Chief, the Board encountered inconsistencies in the Rules and Regulations. Commissioner Northrup met with Assistant City Administrator Dawkins to discuss changes that could be made to the Rules and Regulations prior to the upcoming Fire Lieutenant promotional process. It was decided that time constraints would not allow for changes prior to the Lieutenant promotions. The best option would is to begin working on the changes and allow the current promotion lists to expire on May 15, 2015 if work could not be completed prior to that date. The Board will cancel testing dates and reschedule them as soon as possible. F) ADJOURNMENT Motion: A motion was made by Commissioner McMahon that the meeting be adjourned.
