City of Geneva Board of Fire and Police Commission Meeting Geneva Police Department Conference Room 20 Police Plaza, Geneva, IL 60134 Minutes of the January 12, 2016 Meeting 1. CALL TO ORDER Chair Northrup called the meeting to order at 7:00 p.m. PRESENT: Chair Arnold Northrup, Commissioner Brian Jones, and Commissioner Jennifer McMahon ABSENT: None 2. ITEMS OF BUSINESS a. Approval of November 24, 2015, meeting minutes Commissioner McMahon moved to approve the November 24, 2015, minutes. Seconded by Commissioner Jones and unanimously passed by those present. Approval of December 28, 2015, meeting minutes Commissioner McMahon moved to approve the December 28, 2015, minutes. Seconded by Commissioner Jones and unanimously passed by those present. b. Public Commentary None. c. Correspondences Chair Northrup reviewed correspondence to the City Administrator regarding budgeting funds for training, correspondence between he and Chief Mexin regarding the expiration of the police officer candidate list and establishing a new list, and correspondence from the Assistant City Administrator clarifying National Guard service for preference points. National Guard service cannot be used for preference points per the Board’s rules and regulations. 3. UNFINISHED BUSINESS a. Correction on Fire Lieutenant promotion list Chief Olson noted that the expiration date for the Fire Lieutenant promotional list was incorrect and Chair Northrup corrected it. b. Review Police Officer candidate recruitment task sheet Chair Northrup stated that the Board had to establish an application fee for this recruitment. Commissioner McMahon moved to establish a $25 application fee for the recruitment of police officer. Seconded by Commissioner Jones and unanimously passed by those present. Board of Fire and Police Commission Meeting January 12, 2016 Page 2 of 2 Chair Northrup indicated that it would be a good idea for the other Board members to learn the process of executing a recruitment. He provided the Board with a task list and asked each member to take on a task. He also asked Commissioner McMahon to research companies that conduct the recruitment on behalf of boards for a fee. Commissioner Jones volunteered to contact Steve Hale to secure a date for the written exam and POWER test. The tentative dates were April 9, 16 or 23, 2016. Commissioner McMahon volunteered to contact Geneva High School to reserve the rooms needed for the testing. Chair Northrup also stated that the Board needed to set a passing level for the written exam. Commissioner Jones moved to establish 70% as passing for the written exam for police officer. Seconded by Commissioner McMahon and unanimously passed by those present. 4. NEW BUSINESS a. Police Officer candidate Primary Eligibility List Chair Northrup asked the Board members to sign the new list, which was done. b. Review Police Officer candidate interview questions and scoring Commissioner Jones asked to add a question to the opening about any positive or negative interactions the candidate may have had with a police officer. Commissioner McMahon asked to add a question in part two about work ethic and remove questions four and five about attendance. Commissioner Jones asked to change the question about illegal drug use to something more open ended such as, “Tell us about the last time you used an illegal drug.” The Board also rescored the questions so that part one was worth 15 points, part two was worth 15 points, part three remained worth 40 points, and part four was worth 30 points. 5. ADJOURNMENT Commissioner McMahon moved to adjourn the meeting. Seconded by Commissioner Jones and unanimously passed by those present.
