Minutes of the March 22, 2016 Meeting
1. CALL TO ORDER
Chair Northrup called the meeting to order at 7:00 p.m.
PRESENT: Chair Arnold Northrup, Commissioner Brian Jones, and Commissioner
Jennifer McMahon
ABSENT: None
2. ITEMS OF BUSINESS
a. Approval of February 16, 2016, meeting minutes
Commissioner McMahon moved to approve the February 16, 2016, minutes.
Seconded by Chair Northrup and unanimously passed by those present.
b. Public Commentary
None.
c. Correspondences
Chair Northrup reviewed correspondence to the Assistant City Administrator
regarding insert in the police application, correspondence between he and
Linda regarding application updates, correspondence between he and Chief
Mexin regarding two officer vacancies and swearing in two new officers,
correspondence between he and Chief Olson regarding the Illinois Fire Chiefs
Association’s consideration of a state firefighter candidate list,
correspondences to and from the Board with police officer applicants,
correspondence from the Assistant City Administrator clarifying military service
and the requirement of an associates degree (the Board will have to update is
rules and regulations) and correspondence from Chief Mexin on the promotion
of two officers to sergeant and one sergeant to commander.
3. UNFINISHED BUSINESS
a. Review Police Officer candidate recruitment task sheet
• Confirm April 9th dates with RMA and GHS
Chair Northrup asked Commissioners Jones and McMahon to confirm the
police officer candidate testing date of April 9th with RMA and Geneva High
School.
• Set interview dates (week of May 2nd?)
After reviewing calendars the Board settled on doing 20 interviews on April
25 all day and April 26 in the evening. Chair Northrup will send letters to
the candidates.

• Applications received
Chair Northrup indicated that 75 applications and 5 conditional applications
were received and letters went out to applicants.
4. NEW BUSINESS
a. Approval of Police Department Promotions
Commissioner McMahon moved to approve Chief Mexin’s recommendation to
promote Police Sergeant Brian Maduzia to the rank of Police Commander,
effective May 9, 2016. Commissioner Jones seconded the motion, which passed
unanimously by those present.
Commissioner McMahon moved to approve Chief Mexin’s recommendation to
promote Police Officer Brad Jerdee to the rank of Police Sergeant, effective
May 9, 2016. Commissioner Jones seconded the motion, which passed
unanimously by those present.
Commissioner McMahon moved to approve Chief Mexin’s recommendation to
promote Police Officer Matt Dean to the rank of Police Sergeant, effective
March 28, 2016. Commissioner Jones seconded the motion, which passed
unanimously by those present.
b. Discussion of Pre-employment Screening Firms for Police and Fire
Commissioner McMahon brought information on application processing and
testing from I/O Solutions. They would process the application for
requirements, collect payment, and answer any questions. The cost would be a
pass through since the Board charges $25 for an application and I/O Solutions
charges $25 per person. The company can also conduct police testing and
collect the POWER test card to meet the physical agility requirement. The cost
for 75 applications would be about $1,500. Commissioner McMahon favors this
type of application administration because it is more professional, cost neutral,
and ensure accuracy. Processing applications is a tremendous of work for the
Chair and using I/O Solutions will alleviate that work, and ensure consistency in
application processing as Board members change. Commissioner Jones and
Chair Northrup agreed. Chair Northrup asked Commissioner McMahon to get
more information on the POWER test card.
5. ADJOURNMENT
Commissioner McMahon moved to adjourn the meeting. Seconded by
Commissioner Jones and unanimously passed by those present.
The meeting adjourned at 7:52 p.m.
