City of Geneva Board of Fire and Police Commission Meeting Geneva Fire Department Conference Room 200 Eastside Drive, Geneva, IL Minutes of the May 11, 2016 Meeting 1. CALL TO ORDER Chair Northrup called the meeting to order at 7:00 p.m. PRESENT: Chair Arnold Northrup, Commissioner Brian Jones, and Commissioner Jennifer McMahon ABSENT: None 2. ITEMS OF BUSINESS a. Approval of Meeting Minutes 1. March 22, 2016 2. April 25, 2016 3. April 26, 2016 Commissioner Jones moved to approve the March 22, April 25, and April 26, 2016, minutes. Seconded by Commissioner McMahon and unanimously passed by those present. b. Public Commentary None. c. Correspondences Chair Northrup reviewed emails from police officer applicants, emails from ACA Dawkins regarding preference point questions, emails with Linda St. John regarding testing, and emailed questions from Police Chief Mexin. Chair Northrup was notified that Fire Chief Olson was retiring. Chair Northrup also received an inquiry from Fire Chief Olson who wanted to know about the application screening for police and fire applicants listed on the BOFPC agenda. 3. UNFINISHED BUSINESS a. Review Police Officer Candidate Testing Status Chair Northrup said that the Board is waiting until May 20th for preference points requests from applicants and then he will develop a final list, which will be effective June 18th. b. Discussion of Pre-employment Screening Firms for Police and Fire Commissioner McMahon said that she prefers to use a firm to help with screening applications for requirements, but that she does not have a preference on what firm. Chair Northrup said that perhaps the Board could secure a discount on other services, such as the written exam, with a firm. Commissioner McMahon will contact ACA Dawkins to find out what the process is to engage a firm. 4. NEW BUSINESS a. Review Police Officer Candidate Interview Questions The Board liked the current questions and made no changes. b. Physical Agility Testing for Police Candidates Chair Northrup said that 55 people took the physical agility test averaging a cost of about $28 per person. He said that several applicants did not attend because they did not turn in their medical release. Commissioner McMahon stated that the Northeastern Illinois Public Safety Training Academy (NIPSTA) offers the POWER Test and issues a card that communities can accept. NIPSTA charges $40 to each candidate, but they can use the card for any community that accepts them. Chair Northrup said that he would check with police command staff on if they had objections to the card. Commissioner McMahon will find out if St. Charles, who accepts the card, had seen a decrease in their applications once they went to accepting the POWER card. c. Begin Reviewing Rules and Regulations for Possible Changes Chair Northrup looked at the Board’s Rules and Regulations and noted that there are seven chapters. He asked that between now and next meeting, each Commissioner review the first two chapters and compare them to state statute (ILCS 65 5/ 10-2.1) to verify accuracy. He then suggested having no meetings in July and August and spend that time reviewing the chapters 3, 4, and 5. Then the Board would cancel their October meeting and finish the review of chapters 6 and 7. The Boards next meeting will be June 9 at 7 p.m. at police station. 5. ADJOURNMENT Commissioner McMahon moved to adjourn the meeting. Seconded by Commissioner Jones and unanimously passed by those present.
