708 GENEVA COMMUNITY MENTAL HEALTH BOARD
July 8, 2014
The Geneva Community Mental Health Board met at 7:00 p.m. on Tuesday, July 8, 2014, in the Geneva City Hall
Chambers, 109 James Street, Geneva, Illinois 60134.
Present: Vice Chairwoman Shogren, Members Goldstein, Hamilton, Absent: Chairman Ford, Members Goc, Johnson
and Wagner. Also present Recording Secretary Celeste Weilandt.
1. CALL TO ORDER/ROLL CALL
Vice Chairwoman Shogren called the meeting of the Mental Health Board to order at 7:04 p.m. A quorum was
not present and no formal action could be taken at this time.
2. AMENDMENTS TO THE AGENDA - None.
3. OMNIBUS AGENDA ( OMNIBUS VOTE )
All items listed with an asterisk ( * ) are considered to be routine by the Mental Health Board and will be enacted
by one motion. There will be no separate discussion on these items unless a board member or citizen so requests,
in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal
sequence on the Regular Agenda. No action was taken at this time.
4. APPROVAL OF MINUTES/PAYMENTS
*A. Regular Meeting Minutes of June 10, 2014 - No questions by members. Minutes deferred to next month.
*B. Approve Payment to Recording Secretary for Services - Deferred to next month.
5. OLD BUSINESS
A. Mission Statement Discussion - Hamilton reviewed how she developed the mission statement and explained
how the goals could be identified next, which eventually would be followed by developing the board’s
objectives. She believed more discussion could take place at the August meeting with more follow up in
January 2014, following the grant funding meeting. Members liked the mission statement that was drafted
but Shogren also read a mission statement and vision statement from Oak Park’s Mental Health Board where
some of its verbiage could be considered. Members provided their input and Hamilton revised the statement
to read: The Geneva Mental Health Board supports mental health in funding, advocacy and education with
the focus on providing assistance to Geneva residents in the areas of developmental disabilities (“DD”),
mental illness, and substance abuse.
6. NEW BUSINESS
A. Goals Identification - Members began identifying their goals for each of the three areas (DD, mental illness,
substance abuse) and arrived at the following verbiage: 1) solicit funding application submissions and
awarding funds to well-qualified community agencies and providers that serve Geneva residents in the three
areas (DD, mental illness, substance abuse); 2) advocate for increased/improved DD, mental illness, and
substance abuse services; and 3) collaboratively encourage community education in DD, mental illness,
substance abuse, and increase awareness of community needs, best practices, support and interventions in
these three areas. Dialog followed that there may be objectives in all three of these areas that the board has
already been supporting but also that the board needs to start doing.
B. Objectives Identification - Deferred to August meeting to receive input from the other members.
7. OTHER BUSINESS
A. Countywide DD Housing (Goldstein) - Goldstein reported that DD Housing group will be meeting every
other month and generally commented about how much new residential (apartment) housing in Kane County
is being developed yet for a small amount for individuals with disabilities. However, a small incentive does
exist for developers who set aside apartments for individuals with disabilities.
B. August Meeting - Members agreed it was a good idea for the other members to review the mission statement,
goals and begin working on the objectives at the August meeting. (Place on August agenda)
Based on a comment made by the chairman last month, Shogren said she would like to speak with the
chairman about the board (or members on their own) visiting one of the agency sites that is funded by the
board. Members were open to the idea. (Place on August agenda) She also mentioned that on NAMI
website, has a mental health awareness for week listed for October 5 through 11, 2014 with suggestions of
what mental Health boards can do for that specific week: 1) hold a depression screening event (Shogren
suggested holding one in May 2015); 2) the donation of mental health books to the library; or 3) participation

in a health fair (an education action). Also, she mentioned to piggyback on NAMI’S Green Light Initiative in
May 2015 where buildings and landmarks are asked to light up green (ribbons, bracelets, green lights) to
show support, awareness for mental health with the “green light” to inspire hope and get people talking.
Members agreed that idea would be an advocacy item to add. Goldstein suggested speaking to the schools
since they had many resources; members concurred.
