708 GENEVA COMMUNITY MENTAL HEALTH BOARD October 13, 2015 The Geneva Community Mental Health Board met at 7:00 p.m. on Tuesday, October 13, 2015, at Geneva City Hall, Council Chambers, 109 James Street, Geneva, Illinois 60134. Present: Chairwoman Shogren, Members Buckley, Hamilton, Johnson, Kautz, McCollister (7:02 p.m.), Wagner. 1. CALL TO ORDER/ROLL CALL/GUESTS Chairwoman Shogren called the meeting of the Mental Health Board to order at 7:00 p.m. A quorum was present with seven (7) voting members. 2. AMENDMENTS TO THE AGENDA - None. 3. OMNIBUS AGENDA ( OMNIBUS VOTE ) All items listed with an asterisk ( * ) are considered to be routine by the Mental Health Board and will be enacted by one motion. There will be no separate discussion on these items unless a board member or citizen so requests, in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Regular Agenda. Motion by Wagner to approve the Omnibus Agenda, seconded by Johnson. Motion carried by voice vote of 6-0. 4. APPROVAL OF MINUTES/PAYMENTS. A. *Regular Meeting Minutes of September 8, 2015 – approved by Omnibus Agenda. B. *Approve Payment to Recording Secretary for Services – approved by Omnibus Agenda. 5. CHAIRPERSON’S REPORT Chairwoman Shogren reported that City Admin. McKittrick was pleased to hear about the meeting between Victim Services and the Geneva Police Department. Shogren proceeded to share the conversation she had with McKittrick as well as Whitney Hussong with Victim Services. Police and Victim Services apparently have worked out their issues and will continue to work together but the main, ongoing issue that both agencies agree with is that families continue to refuse services. (McCollister arrives). On another topic, Shogren was pleased to see the email from Geneva School District #304 regarding the announcement for Mental Health Day. Lastly, Shogren said Fox Valley Hospice and Lazarus House would like the board’s grant application available on-line next year. Concern was raised whether the agencies may not want all of their information in cyberspace due to possible fraud scams, competing agencies, etc. (Shogren would follow up with McKittrick and Jerry Murphy on this matter and suggested placing this topic on next year’s agenda.) This matter was tabled per the chairwoman. 6. NOVEMBER FUNDING MEETING PROCESS Shogren confirmed the board will be meeting at 5:15 p.m. on November 10th to discuss any issues or outstanding questions members may have prior to the main meeting at 6:00 p.m. Shogren said two new agencies applied: The Joshua Tree and Changing Children’s Worlds Foundation (CCWF). Hamilton indicated there may have to be some discussion prior to the November 10th meeting on how the board deals with overlapping funds to agencies since the CCWF provides services in multiple locations, one of which is at Tri-Cities Family Services, and whom this board funds. On another matter, a question followed as to whom decides, and why, to keep the $139,000 fixed each year given that the tax rate varies each year. Various scenarios followed. Shogren would follow up with Mr. Ford. Lastly, Shogren reminded the members to review the applications once at home and to estimate the amount of disbursement they plan to disburse to each agency. 7. ACMHAI REPORT The chairwoman confirmed ACMHAI’s dues have been paid and the board was up to date. Shogren discussed she has been receiving many legislative updates. The board discussed, in general, the affect of the state’s (lack of) funding was having on the mental health agencies and their services. McCollister shared her own experience in trying to find services for a patient. Shogren shared with the board some of the questions she was receiving from the agencies regarding the grant application. On another matter, Johnson mentioned that the board may have to ask the agencies how they are dealing with those individuals who are paying high deductibles on their policies and what they are seeing in the private practice area. 8. OLD BUSINESS A. Capital Reserve Funds – Chair Shogren recapped the discussion that took place last month regarding distribution of the capital reserve funds. She explained that McKittrick stated to her that the city’s budget would have to be amended, and, therefore, it was better for the board to hold off disbursement of those funds until its November 2016 meeting. Shogren indicated that Ms. McKittrick had offered to answer questions at a future meeting. On another matter, since the city recently approved eight sites for its Affordable Housing initiative, Shogren said she contacted McKittrick to see if the board could look into whether it could use its capital reserve 708 Geneva Community Mental Health Board - 2- October 13, 2015 funds to go towards developing certain housing. She read the administrator’s response noting the board could research other non-home rule communities regarding this topic. Discussion followed on whether the board wanted to disburse funds next year or subsidize some future housing. Various scenarios followed and because some questions still remained open-ended, the board agreed to invite McKittrick to the January meeting first. Conversation was raised regarding affordable housing in general, the fact that the affordable housing topic was still in its infancy, and the fact that the board could direct funds toward affordable housing in its three populations. However, it was also pointed out that the agencies could determine to use their grant money towards housing if they desired. B. Arc of the Year Updates – To be discussed in November. C. Board Policy Manual: – Shogren noted that the board will have to vote to remove its committees due to the rules of the Open Meetings Act. Johnson motioned to remove the three committees from the board’s Mission Statement, Wagner seconded the motion. Motion carried unanimously by voice vote. Hamilton distributed members an updated Mission Statement and Strategic Plan. D. Suggestions for Speakers/Presenters to February, March & April Meetings – Mary McKittrick will be invited for the January meeting. Wagner suggested to tentatively invite Ms. Beth Plotchecka, the high school intervention coordinator, for the February meeting. Wagner would contact her. For the January meeting, Johnson also reminded the board that AID needed to report to this board to see how the board’s $7500 was spent for school books. Kautz suggested inviting Police Chief Mexin to provide an update on the heroin crisis in the community. E. Fox River Valley Initiative, Tues., October 20, 2015 – Chairwoman Shogren noted that the first topic to be discussed at the initiative is “housing.” She will attend this meeting and report back to the board. 7. OTHER BUSINESS A. Friday, October 30th – Copy and Collate Applications – Chairwoman Shogren and a few other members offered to meet and collate the agency funding packets on October 30th. B. December 7th City Council Meeting – The board will discuss at its November 10th meeting what it will present at the December city council meeting. C. Shogren to bring Dinner to November Funding Meeting – Shogren asked members to write down or email her with their Jimmy John’s order for the November 10th meeting. 8. PUBLIC COMMENTS/MAIL McCollister read an email she received from the Campaign to Change Direction Initiative which brings together private sector leaders, non-profit leaders, and citizens, and brings together awareness for mental health, mental illness and wellness. She encouraged members to visit the website and explained the various initiatives taking place and spreading quickly. McCollister also announced she will be resigning after the New Year. (Johnson leaves at 8:17 p.m.) A flyer was received from Beth Plachetka in regards to Northwestern’s Medical Behavioral Health Ethics and Practice presentation on November 20, 2015. The presentation is entitled “How Many Shades of Gray.” Another presentation is being hosted by Behavioral Health at Northwestern for the Introduction and Application of Grief Acceptance and Commitment Therapy, hosted by Jennifer L. Patterson. Additional invitations were received from: Tri-City Family Services for an awards reception on October 22, 2015, 5:00 p.m. to 8:00 p.m. at Riverside Receptions; an invite to the Festival of the Trees fundraiser from Ecker Center for Mental Health, to be held on November 14, 2015 at the Eagle Brook Country Club; and lastly, an invite from Fox Valley Special Rec for the Northern Nights/Tree Lights fundraiser on November 20, 2015, 7:00 p.m. to 11 p.m., Q Center in St. Charles. 9. ADJOURNMENT The Geneva Mental Health Board meeting was adjourned at 8:21 p.m. on motion by Kautz, seconded by Wagner. Motion carried unanimously by voice vote 7-0.
