708 GENEVA COMMUNITY MENTAL HEALTH BOARD
January 12, 2016
The Geneva Community Mental Health Board met at 7:00 p.m. on Tuesday, January 12, 2016, at Geneva City Hall,
Council Chambers Conference Room, 109 James Street, Geneva, Illinois 60134.
Present: Chairwoman Shogren, Members Buckley, Gaines, Hamilton, Johnson, Kautz, Wagner.
1. CALL TO ORDER/ROLL CALL/GUESTS
Chairwoman Shogren called the meeting of the Mental Health Board to order at 7:00 p.m. A quorum was present
with seven (7) voting members.
2. AMENDMENTS TO THE AGENDA - None.
3. OMNIBUS AGENDA ( OMNIBUS VOTE )
All items listed with an asterisk ( * ) are considered to be routine by the Mental Health Board and will be enacted
by one motion. There will be no separate discussion on these items unless a board member or citizen so requests,
in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal
sequence on the Regular Agenda. Motion by Wagner to approve the Omnibus Agenda, seconded by
Johnson. Motion carried by voice vote of 7-0.
4. APPROVAL OF MINUTES/PAYMENTS.
A. *Regular Meeting Minutes of November 10, 2015 – approved by Omnibus Agenda.
B. *Approve Payment to Recording Secretary for Services – approved by Omnibus Agenda.
New member Jean Gaines was welcomed to the Mental Health Board. She shared her personal background.
5. SERGEANT TIM BAKER & MELISSA BYRNE, OPERATION SNOWBALL
Sergeant Tim Baker with the Geneva Police Department and Ms. Melissa Byrne with Operation Snowball
proceeded to discuss what Operation Snowball is about, i.e., a world-wide program which focuses on positive
activities/events for middle school and high school students, including at-risk students. Discussion among board
members included various funding options for Sgt. Baker and Ms. Byrne to research, the current program’s
outreach strategies, getting on school board agendas, and, lastly, presenting measured outcomes at the next
board’s funding meeting in November. Johnson stated she would follow up with contacts at the Fox Valley
Initiative regarding funding ideas.
6. CHAIRPERSON’S REPORT
Board members introduced themselves for new member Gaines. The chairwoman reported the Mental Health
Board was featured in a December 26, 2016 Kane County Chronicle news article.
7. ACMHAI REPORT
Hamilton reported on her recent attendance at ACMHAI’s quarterly meeting. Details followed on some of the
panel discussions that were covered at the meeting: healthcare management associates; managed care; and
providing higher quality services for the developmentally disabled population under the Ligas Consent Decree.
Using those three areas, Hamilton elaborated on how she presented her points to the aldermen at last month’s
December city council meeting.
The chairwoman announced that the annual membership dues for ACMHAI arrived and she will contact City
Admin. McKittrick as to the process and place the matter on the February agenda, if necessary.
8. OLD BUSINESS
A. Review November Funding Meeting Process– Members were asked for feedback on the past funding
meeting. Feedback included the members were better prepared. It was noted that one aldermen at the
December meeting inquired about the reserve funds and housing. Shogren stated she previously contacted the
city to see if the board could place the grant application on-line since agencies were requesting same. The
City would be following up that. Shogren also said she appreciated how Hamilton’s division of the agencies
into three areas was very helpful and that members could benefit from it when determining their own funding
amount for an agency: 1) core needs; 2) daycare/activities; and 3) at-risk/support/prevention.
B. Strategic Plan / Arc of the Year Review – Hamilton distributed the board’s strategic plan and asked members
to provide their input. (Wagoner steps away.) Many members agreed the document was fine the way it was.
(Wagoner returns.) However, Johnson commented that something may want to be added regarding the
board’s position on certain legislation. Shogren suggested that could be part of the May Mental Health action

and the board could, at that time, respond to legislation, if it desired. Copies of the Arc of the Year monthly
outline were also distributed for review/comment.
C. Capital Reserve Fund: – Shogren announced that City Admin. McKittrick will attend next month’s meeting to
explain the process for releasing the reserve funds. Shogren explained for new member Gaines how the
distribution amount is determined. In summary, Shogren believed the board’s consensus was to take the
reserve fund and include it with the November distribution to the agencies. Members concurred.
D. May Mental Health Month –The chairwoman asked the board to start thinking about ideas for May as Mental
Health Month, citing last year’s activities. Ideas included partnering with Kelly Hesselbaum at the high
school, as well as with some of the various high school clubs (Peer Leadership program) and also the Fox
Valley Initiative. Johnson reiterated that schools should have to take some responsibility for the mental
health of their students since it was part of the educational process, part of the pressures of the high school
and part of the pressures of the community. Wagner agreed but reiterated that problems begin in grade
school.
E. Suggestions and/or Confirm Speakers/Presenters for March, April Meetings – The board agreed to have Kelly
Hesselbaum, Interventionist from Geneva High School, speak at the March meeting. For April, the board
agreed someone from Renz Addiction could speak. Comments followed that Kane County Public Health
Director Barb Jeffers could speak at the May meeting, if desired. (place all speakers on Feb. agenda)
9. OTHER BUSINESS
A. Fox River Valley Initiative Update– Johnson provided an update on a couple of meetings she attended with
the Initiative and stated that the focus continues to be on probation, drug courts, mental health courts, etc.
She elaborated on a site visit to a transitional/intervention facility in Rockford and explained the importance
of transitioning former inmates. The Initiative is continuing to look at ways to bring similar activities to the
Fox Valley community. She further summarized that crisis intervention training among police officers was
being highly considered. Lastly, she reported that affordable housing will be a topic addressed at the
Initiative’s meeting on February 9, 2016.
B. Box of GMHB Archives – Shogren received a box of files from former Chairman Ford and will follow up
with McKittrick regarding their storage/purge.
10. PUBLIC COMMENTS/MAIL
Thank you notes were received from TriCity Family Services, Elderday Center, The Joshua Tree Community,
Day One, Lazarus House and Operation Snowball. Last comments from members included asking City Admin.
McKittrick whether a board member can attend an agency’s fundraiser as an individual and not as a board
member.
11. ADJOURNMENT
The Geneva Mental Health Board meeting was adjourned at 8:57 p.m. on motion by Johnson, seconded by Kautz.
Motion carried unanimously by voice vote 7-0.
