708 GENEVA COMMUNITY MENTAL HEALTH BOARD April 12, 2016 The Geneva Community Mental Health Board met at 7:00 p.m. on April 12, 2016, at Geneva City Hall, Council Chambers Conference Room, 109 James Street, Geneva, Illinois 60134. Present: Chairwoman Shogren, Members Gaines, Hamilton, Johnson, Kautz, Wagner. Absent: Buckley. Also present Jerry Skogmo and Caitlyn Regan from Renz Addiction and Counseling. 1. CALL TO ORDER/ROLL CALL/GUESTS Chairwoman Shogren called the meeting of the Mental Health Board to order at 7:00 p.m. A quorum was present with six (6) voting members. 2. AMENDMENTS TO THE AGENDA - None. 3. OMNIBUS AGENDA ( OMNIBUS VOTE ) All items listed with an asterisk ( * ) are considered to be routine by the Mental Health Board and will be enacted by one motion. There will be no separate discussion on these items unless a board member or citizen so requests, in which event the item will be removed from the Omnibus (Consent) Agenda and considered in its normal sequence on the Regular Agenda. Motion by Wagner to approve the Omnibus Agenda, seconded by Johnson. Motion carried by voice vote of 6-0. 4. APPROVAL OF MINUTES/PAYMENTS. A. *Regular Meeting Minutes of March 8, 2016 – approved by Omnibus Agenda. B. *Approve Payment to Recording Secretary for Services – approved by Omnibus Agenda. 5. SPEAKER Jerry Skogmo, Exec. Dir., Renz Addiction and Counseling Center– Chairwoman Shogren introduced Jerry Skogmo and Caitlyn Regan with Renz Addiction and Counseling Center. Mr. Skogmo discussed that his facility has been in operation for 55 years and has offices located in Streamwood, Elgin and St. Charles. The facilities provide outpatient substance abuse and drug/alcohol/HIV prevention services for teens and adults. About 30 Geneva residents utilize the out-patient services out of a total of 900 patients per year. Most of the abuse focuses around alcoholism, marijuana with the youth , and poly-drug abusers. Some heroin abuse is also seen. Currently, his agency depends on the state for about 43% of funding of which some is pass-though money but there is also some private foundations. To date, the state owes his agency approximately $577,000. Outreach and referrals come through the schools, in the field (bars, night clubs); the court system, other clinics, family doctors, and family social services. His office recently hosted a Narcan presentation at the Renz Center in Elgin which was well received by his staff and community professionals. Caitlyn Regan explained that she works on the prevention side of the program and focuses on youth data. For Elgin youth she reported that the surveyed (self-reported) data reflects there is 0% use for heroin or prescription opioids. Per Ms. Regan, the typical heroin/opioid abuser is a 25-year old Caucasian male and federal funding for these types of programs have become larger. Ms. Regan produced samples of Naloxone/Narcan which she said is the drug that saves a person from an opioid overdose. The vial dosage will be available at pharmacies so that anyone can obtain it in an overdose situation and there is no prescription needed. To date, she reported that public safety personnel are being trained to issue the dosage in emergencies, if they choose to carry the vials on their person. A controversial discussion that Ms. Regan has had with her colleagues is whether they should be enabling a person to continue using drugs if they have reversed their overdose and what is the likelihood of the individual entering into treatment versus returning to their addiction? Kautz shared a short explanation of what happens during a reverse overdose. She also inquired whether first responders were receiving the Narcan training and then carrying the dosage with them? What was the liability? What were the actual symptoms of an overdose? (Mr. Skogmo distributed information on the symptoms.) Ms. Regan agreed there were still many unanswered questions on this topic. Conversation then turned to the higher number of heroin problems in DuPage County versus Kane County due to the fact that DuPage has a denser population, its closer proximity to Chicago, and heroin being cheap. Members discussed such issues as the legalization of medical marijuana in Colorado and the medical dispensaries in Illinois; the marijuana abuse among the youth; the fact that youth seek street marijuana because it is stronger than 708 Geneva Community Mental Health Board - 2- April 12, 2016 medical marijuana; and even parents are providing their own children with marijuana. Comparisons of alcohol/marijuana/tobacco abuse also followed as well as a dialog on gateway drugs and the challenges of educating the youth about the negative effects of same. (Shogren shared with members a Daily Herald news article, dtd. 4/12/2016, regarding new forms of alcohol abuse among the youth, such as powdered alcohol. 6. CHAIRPERSON’S REPORT Chair Shogren shared comments about her recent attendance at the Treatment Alternative Court (TAC) graduation ceremony, which was very impressive. Details followed. (Shogren then distributed a 3/10/16 news article from the Daily Herald addressing this topic as well as Judge Hall’s thank you note thanking the board for the 2016 grant used for the T.A.C. program. Per Shogren, since Judge Hall mentioned he wanted to attend a meeting of this board, Shogren invited him to attend the board’s June meeting. Hamilton suggested that Shogren’s discussion about the TAC proceedings be part of this board’s December presentation to the City Council. Shogren shared two more news articles including a 3/23/2016 Daily Herald article discussing the State using creative ways to fund homeless shelters state-wide, as well as a Daily Herald article, dated 3/31/2016, discussing the drug Vivotrol which helps reverse overdoses by blocking brain receptors. 7. ACMHAI REPORT Shogren mentioned the latest legislative update she received from ACMHAI. She suggested that if members want more information they could visit the website directly and insert the sign-in/password. To date, there is no state- approved budget. The chairwoman also commented on two pieces of information that were noteworthy for the board: First, that the Governors Office of Management & Budget will require that in order to receive state funding, providers will need to be pre-qualified and provide certain data. (Shogren was not sure if any of the board’s providers would be impacted by this new requirement.) Second, the Community Behavior Healthcare Association of Illinois emailed an Action Alert to ACMHAI and its boards asking them to oppose House Bill 4501 which allows county boards to dissolve any unit of local government where the county board appoints a majority of its board members and House Bill 6007, which extends the DuPage County local government consolidation plan to counties exceeding 700,000 in population (Lake County). Specifics were shared. Members raised concern that other boards of health were being dissolved and that future mental health boards could become politicized versus actually having board members on their boards that really understand community mental health. Members agreed that this board would file a witness slip and oppose the two bills. Hamilton said the next ACMHAI meeting was scheduled for June 16th and she would not be able to attend. 8. OLD BUSNIESS A. Capital Reserve Fund – Chair Shogren reported she did speak to City Admin. McKittrick regarding fillable grant application and the release of the capital reserve funds. As far as McKittrick was concerned, Shogren reported, she did not see a problem unless the council did not approve the request in the fiscal year 2016-17 budget. It was pointed out, however, that the budget did, in fact, pass. As to the grant application form, Shogren said the grant application can be formatted into a fillable form as long as an updated application version and the email addresses of all service providers are obtained and forwarded to the I.T. Department by September 1, 2016. It was also determined that the board should send the agencies a notification letter letting the them know that the grant application will be on-line as a fillable form and that extra funds will become available. If there were issues with the agency filling out the application on-line, they could submit a paper copy of the application instead. The application then would be emailed to the recording secretary, who would in turn, distribute the packet to the board members. Board members agreed they could print their own paper copies if necessary. Shogren asked whether members still wanted the service providers to consider using the additional funds for housing or not. Gaines preferred to see the providers use the money for a project that they could not otherwise afford, while Kautz preferred to ask the agencies for more results and outcomes as a result of the money received so that board members could respond to questions posed by the community. Members further discussed the difficulties of providers obtaining their own data, output versus outcome, and the overall process of getting outcome information. Chair Shogren closed the dialog by stating she would speak to Admin. McKittrick on how to formally obtain the extra capital reserve funds. B. May Mental Health Month – Shogren reminded members that they decided to use the City’s web site, social media sites, and the Mental Health America’s web site as resource and tool kit to create an awareness for May as Mental Health Month. The school district’s on-line backpack program would also be used. Shogren said she would follow up with the City’s communications contact, Kevin Star as well. 708 Geneva Community Mental Health Board - 3- April 12, 2016 C. Confirm Speakers/Presenters for May & June Meetings – Rather than meeting in May since there was no speaker, the chairwoman asked whether the board would be open to doing something in lieu of a meeting or doing something related to mental health on their own. After different ideas were voiced and a concern about the Open Meetings Act, members agreed to hold a short meeting in May. 9. OTHER BUSINESS A. Fox River Valley Initiative Update – Member Johnson reported that the initiative group continues to visit different venues. More recently, the Initiative’s push for CIT training resulted in the Kane County Sheriff paying for officer training regarding same. The group continues to work with the State’s Attorney’s Office and push for housing. 10. PUBLIC COMMENTS, MAIL No public comment received. Correspondence was received from: Northwestern Medicine, announcing a spring professional seminar series on four dates: April 15, April 29, May 20 and May 30 and discussing a number of mental health topics. Tri-City Family Services was holding its annual golf fundraiser on June 27th; and the McHenry County Mental Health Board provided this board with a copy of its 2015 annual report. 11.
