PLAN COMMISSION MINUTES City of Geneva 109 James Street - City Council Chambers Meeting #1136 – September 26, 2013 Chairman Rogers called the Plan Commission meeting to order at 7:00 p.m. Roll call followed: Present: Commissioners Case, Erickson, Leidig, Mead, Stevenson (arrives 7:01 p.m.), Stocking, Chairman Rogers Absent: Commissioner Evans Others Present: Community Development Dir. Motion carried by voice vote of 6-0. Site Plan Review Delnor Community Hospital - Request for Site Plan Approval and an update to the Delnor Community Hospital Planned Unit Development relating to New Monument Signs, Landscaping, and Roadway Improvements. (Applicant: Cadence Health; Location: 300 S. Randall Road.) Mr. Matthew Haycox, senior facilities manager for Cadence Health and project manager for the project (Commissioner Stevenson arrives) discussed that larger monument signs will be installed at the southeast and northeast corners of the Delnor campus, replacing the current Delnor signs, for the purpose of better way-finding for the public and patients and to alleviate the traffic flow from Keslinger Road by moving it to Williamsburg Road. Because the current island off of Williamsburg Drive is too small for the new monument with lighting, the island will be increased to accommodate the new signage but the maneuver of the traffic lanes will remain the same. Landscaping architect Mr. Kevin Clark, from the Lakoda Group, and Mr. Jake Muda (phonetic spelling) from V-3 Engineering, were introduced. Mr. Haycox reiterated that the purpose of the PUD update was for better way-finding, to increase the landscaping, by providing a serene and healing environment for visitors entering the campus, and to re-brand Delnor Hospital as part of the new Cadence Health system. Samples of the monument signs were reviewed on the overhead. Next, Mr. Haycox explained the three-phase plan for the new roadway system. He estimated the first roadway project could be pushed to the spring, while the entire project could be about two and one- half months. No lanes were planned to be closed during the construction time. Commissioner Leidig questioned as to who drafted the original PUD and the fact that there were 14 updates, wherein Dir. Untch explained the original PUD went back six to eight years ago with staff Geneva Plan Commission -2- September 26, 2013 working with Delnor to determine those projects that would 1) come under staff-only administrative review; 2) those projects that would require Plan Commission and City Council review; and 3) those projects large in scope that were so different from the base plan unit development that they required a rehearing of certain sections of the plan. Per Dir. Untch, the 14 updates were basically a product of the way the PUD was put together and the fact that Delnor would be returning before this commission for updates as their plan for the campus evolved. Asked how the hospital was going to ensure that the new trees planted would remain growing, Mr. Haycox indicated that the hospital viewed the landscaping, buildings and campuses as part of Cadence’s brand image and if the landscaping died it would get replaced. Discussing the backlit pylon signs and their location, Mr. Haycox explained that nothing was currently existing where the proposed pylons signs would be installed. Further dialog followed on how the size of the largest sign was determined, given the 45 MPH speed limit on Randall Road. Commissioner Erickson voiced concern about the size of that sign and the bright white lighting that would be seen. Mr. Haycox emphasized that the whole intent was to take the signage that was placed at the Winfield campus and bring it to the Delnor Campus. He also clarified that the intent was to relocate the existing southern entrance to the north entrance on Williamsburg for outpatient services while the southern, current entrance, would be the entrance for outpatient surgery and possibly the expansion of the alliance with Lurie Children’s Hospital. Planner DeGroot referenced staff’s four conditions of approval in its memo and while the plans presented tonight incorporated those revisions, he said staff did not have a chance to review the plans in detail and he asked that the four conditions remain part of the motion for approval. Details of those four conditions followed. The applicant had no issues with the four conditions required by staff. Commissioner Mead moved to approve the request for Site Plan approval and an update to the Delnor Community Hospital Planned Unit Development relating to new monument signs, landscaping, and roadway improvements, subject to staff’s four conditions: 1) The paved width of the north entrance shall be increased from 16 feet to at least the minimum required paved width of 18 feet. All plans should be revised accordingly; 2) The Juniper bushes shown directly in front of the door of the transformer at the southeast corner (Williamsburg Avenue and Delnor Drive) shall be moved to the sides and grass shall be planted in front of the door; 3) A traffic management plan sheet detailing all of the advanced signage/detours/barricades necessary to warn and protect the motoring and pedestrian public shall be provided; and 4) Final engineering shall be approved prior to building permit issuance by the City. (Applicant: Michael Orlando; Location: 204 Dearborn Court) Commissioner Erickson move to close the public hearing. Seconded by Commissioner Stevenson. Motion carried by voice vote of 7-0. Commissioner Stocking moved to waive the bifurcated process and vote on the petition. Seconded by Commissioner Mead. Motion carried by voice vote of 7-0. Commissioner Mead moved to approve the amendments to the Geneva Business Park Planned Unit Development (Ordinances 1993-59, 2005-32, and 2012-19) to amend Table Two (Permitted Uses in the M1 Zoned Portion of the Business Park) to allow “Craft Distilleries” as a use permitted by right. Planner DeGroot reported that the immediately-above hearing would be held at the next Plan Commission meeting on October 10, 2013 but with a full agenda already for that date, he believed it would be better delayed to October 24, 2013. A quick head-count followed for that date. Public Comment - A resident asked why the public notification was only 250 feet for a residence and could anyone attend the hearing, wherein Dir. Untch explained the 250 feet was a city code requirement and stated that anyone could attend a public hearing. Other Business Planner DeGroot reviewed upcoming items for the October 10th meeting: the build-out of Prairie Ridge at Bricher and Peck Roads; an amendment to the Sterling Manor PUD; a text amendment to redefine the term “family”; and the consolidation of the Zoning Board of Appeals and Plan Commission. A question was raised if the city had a policy regarding food trucks. Also, questions followed as to the legality of a new LED sign at the Countryside House restaurant as well as an unusual type of mailbox located on Kaneville Road across from St. Peter’s Church. Adjournment The meeting was adjourned at 9:30 p.m. on motion by Commissioner Case. Motion carried unanimously by voice vote.

Plan Commission Agenda Page 3 of 3 September 26, 2013 PROCEDURE FOR PUBLIC HEARINGS It is the Plan Commission’s job to conduct public hearings in order to receive testimony for and against petitions for general amendments to the zoning ordinance, zoning map amendments, zoning text amendments, special use permits and amendments to special use permits. The procedure followed for public hearings is as follows: • First, the Plan Commission secretary or the designated representative will read or describe written items, reports, and plans into the record. • Second, the petitioner will present testimony in favor of the petition and will present any supporting plans or exhibits. • Third, the Commission members will have an opportunity to question the petitioner. • Fourth, the Commission will then receive citizen testimony both for and against the petition. Questions about the proposal may be directed to the petitioner or petitioner’s witnesses and questions about the Plan Commission process itself may be directed to me. Following such testimony the petitioner and the Plan Commission may ask questions of those who testified. • Finally, the petitioner may provide a rebuttal to any testimony in opposition. When all the testimony is brought into the record the hearing will be closed and the Plan Commission will make a recommendation to the City Council in the form of a motion or motions. • In order to give testimony, you must provide your name and address on the registration sheet located at the entrance of the hearing room and sign in the space provided. By signing the registration sheet, you agree and understand that anything you say will be considered sworn testimony and affirm to tell the truth, the whole truth and nothing but the truth. • When giving testimony please approach the lectern, speak directly into the microphone so that you may be heard. Please begin by stating your name and giving your address. If you speak additional times, please state your name each time for the record. • Please be concise when presenting your testimony and if your point has already been made, it is not necessary to repeat it. Each of these points is recorded and will be considered as the Plan Commission develops findings of fact and a recommendation or recommendations. • You may provide your testimony in written form, but such written testimony must be presented to the Plan Commission secretary or the designated representative prior to the closing of this hearing. • After the process is completed and everyone wishing to present testimony has spoken, the Commission will then decide whether it has heard adequate testimony in order to make a decision. If it has, the public hearing will be closed. After a public hearing is closed the Plan Commission will refrain from receiving any additional testimony either for or against the petition. There is one exception to this rule. • City staff will submit a report based on the testimony presented at the hearing. This report will consider comments or concerns from all City Departments such as the Fire Department, Public Works Department or the Engineering Department.
