PLAN COMMISSION MINUTES City of Geneva 109 James Street - City Council Chambers Meeting #1153– April 9, 2015 Chairman Rogers called the Plan Commission meeting to order at 7:00 p.m. Roll call followed: Present: Commissioners Case, Evans, Mead, Stocking, Dziadus, Leidig, Stevenson, Chairman Rogers Absent: Commissioner Erickson Others Present: City Planner Paul Evans; Public Present: None ________________________________________________________________________________ Approval of the January 8, 2015 Meeting Minutes Motion by Commissioner Case, seconded by Commissioner Mead, to approve the February 12, 2015 meeting minutes. Motion carried unanimously by voice vote of 8-0. Public Hearing Chairman Rogers announced the agenda item. 4.A. Zoning Ordinance Text Amendment – Request to amend Sections 11-6B-2, 11-6C-2, 11- 6F-2 and 11-6G-2 of the Zoning Ordinance to remove “taxi stand” as a permitted use in the B1, B2, B3 and B4 Business Districts. Contents of the applicant’s file were presented by City Planner Paul Evans. Location: Geneva Applicant: City of Geneva Motion by Commissioner Stevenson, seconded by Commissioner Mead, to close the public hearing. Roll call: Aye: Case, Evans, Mead, Stocking, Rogers, Stevenson, Leidig, Dziadus Nay: None MOTION PASSED. VOTE: 8-0 Motion by Commissioner Mead, seconded by Commissioner Evans, to waive the bifurcated process and vote on the petition. Motion carried by voice vote of 8-0. Motion by Commissioner Mead, seconded by Commissioner Evans to approve the Zoning Ordinance Text Amendment to remove “taxi stand” as a permitted use in the B1, B2, B3 and B4 Business Districts. VOTE: 8-0 Public Comment – None Geneva Plan Commission -2- February 12, 2015 Other Business Mr. Evans reported that in May the Dunkin Donuts petition for a drive-through at Pepper Valley Plaza may be ready. Other upcoming cases also included: the 7th and State development (Cetron) proposal for a 6,000 sq. foot retail component with its five-story residential building. It was noted that the demolition has begun. No response or questions regarding Staff’s comments have been received. The thought is that the petitioner is busy with other projects. Continuing, Mr. Evans reported that the Meadowbrook Manor project will be back now that it appears that Meadowbrook and Delnor/Northwestern have worked out an agreement regarding the full access for Meadowbrook on Delnor Drive. Regarding the Resurrection Cemetery matter, Planner Evans noted that Dir. DeGroot has met with Resurrection Cemetery and they are studying the idea of moving their entrance outside the IGA area. Last cases included a pending contract on the LaPetite Academy site; a Dunkin Donuts moving into the Pepper Valley Plaza site located on Kaneville Road; and then another Dunkin Donuts locating on an east State Street parcel. As to the Park Place development located on First Street, Planner Evans stated it was approved by the City Council on February 17 after the site access was changed to North Street and the number of units on Stevens street were reduced. Demolition is under way. The office building at 2700-2800 Keslinger was approved by the City Council on March 16. Planner Evans reported that the Martin Farm plan for Gary Lane may be on hold as they have indicated in interest in pursuing the approved expansion. Planner Evans said that Madeline Roth is seeking to subdivide her property at 520 Ray Street in to 5 lots. She will retain her current dwelling as one of the lots. Adjournment Meeting was adjourned at 7:17 p.m. on motion by Commissioner Mead and seconded by Commissioner Evans. Motion carried unanimously by voice vote of 8-0.
