Chairman Rogers called the meeting of the Plan Commission to order at 7:02 p.m. Roll call followed:

Chairman Rogers welcomed new Plan Commissioner Michael Sliftka. Mr. Sliftka confirmed that he
did receive a copy of the previous meeting’s record, read it and was ready to participate in the
discussion. Commissioners Evans and Stocking also confirmed they received the previous meeting’s
record, read it, and were able to participate in the discussion.
Approval of Minutes of February 11, 2016
Minutes were approved on motion by Commissioner Mead, seconded by Commissioner
Dziadus. No changes. Motion carried by voice vote of 5-0-1. (Sliftka abstains; Leidig arrives.)
Chairman Rogers acknowledged the purpose of this meeting was to discuss the project located on
State Street and it was a public hearing. He reminded the public that it was not necessary to repeat
comments from the previous hearings. Rather, the public was to focus on new evidence.
The chairman proceeded to read the procedures for the public hearing stating that once the public
hearing is closed, a recommendation would not be made tonight. Chairman Rogers swore in those
individuals who would be speaking on the proposal.
City Planner Paul Evans read the contents of the Plan Commission file into the record as part of the
application and referenced a packet of comments received by the public (attached as Exhibit A).
Public Hearing (continued from December 17, 2015 and January 28, 2016)
A. Seventh & State – Requests for:
1) An amendment to the City’s adopted Downtown Station-Area Master Plan to
change the future land use designation of a portion of the property from
“Public/Semi-Public” to “Downtown Commercial/Mixed-Use”;

2) An amendment to the City’s adopted Downtown Station-Area Master Plan to
change the future land use designation of a portion of the property from “Industrial
Office” to “Downtown Commercial/Mixed-Use”;
3) Text Amendments to Chapter 6 (Office and Commercial Districts) Article H (B6
Planned Unit Development District) of Title 11 of the Geneva City Code (Zoning
Ordinance), specifically to Section 11-6-6H (Description and Intent) and Section 11-
6H-3 (Lot and Area Requirements);
4) Text Amendments to Chapter 9 (Planned Unit Developments) of Title 11 of the
Geneva City Code (Zoning Ordinance), specifically to Section 11-9-2 (Purpose and
Objectives) and Section 11-9-9 (Bulk Incentives and Open Space);
5) A Zoning Map Amendment to rezone a portion of the property from the B2
Business District to the B6 Planned Unit Development Business District;
6) A Zoning Map Amendment to rezone a portion of the property from the I2 General
Industrial District to the B6 Planned Unit Development Business District;
7) A Zoning Map Amendment to rezone a portion of the property from the R6 Two-and
Three-Family Residential District to the B6 Planned Unit Development Business
District;
8) Preliminary Planned Unit Development Plan Approval under the B6 Business
District for the entire property, including a 202-unit apartment building, a 337 space
parking structure, 106 surface parking spaces, a 5,940 square foot retail building,
and the extension of 7th Street north from West State Street to Peyton Street; and
9) Final Planned Unit Development Plan Approval under the B6 Business District for a
portion of the property, including a 202-unit apartment building, a 337 space
parking structure, 106 surface parking spaces, and the extension of 7th Street north
from West State Street to Peyton Street.
Location: Bounded by Peyton Street to the north, State Street to the south, Richards Street to
the west, and 7th Street (extended north to Peyton Street) to the east. The proposed
redevelopment also includes a land parcel located at the southeast corner of 7th Street
(extended) and Peyton Street.

Motion by Commissioner Mead, seconded by Commissioner Leidig to close the public
hearing. Roll call:
Aye: Dziadus, Evans, Leidig, Mead, Sliftka, Stocking, Chairman Rogers
Nay: None MOTION CARRIED. VOTE: 7-0
Development Dir. DeGroot announced that the next hearing for the above case was scheduled for
April 14, 2016 and he would post the location of the venue on the city’s web site. City Planner Evans
announced that the only agenda item for the March 24, 2016 meeting was the case for Home Depot.

Commissioner Leidig. Motion carried unanimously by voice vote of 7-0.
