Strategic Plan Advisory Committee City of Geneva Meeting Minutes Geneva City Hall – Second Floor Conference Room 22 S. First Street, Geneva, IL 60134 Wednesday, January 16, 2013 7:00 PM 1. Call to Order- Meeting was called to order by Chairman Brault at 7 pm 2. Roll Call-Backus, Brault, Juby, Lingham, Merrill, Ploppert, and Walsma. Absent- Dispensa, Main. Staff present-Stephanie Dawkins, Luke McClanahan. Also in attendance- Cristi Musser and Sarah Korhonen, Sikich, LLP. 3. Amendments to the Agenda- None 4. Approval of submitted reports a. Approval of Minutes for Town Hall Meeting-motion to approve Ploppert; second-Backus. Motion carried unanimously. b. Approval of Budget-motion to approve Ploppert; second-Backus. Motion carried unanimously. Discussion included outstanding receipts; meeting with Principal Rogers, GHS, with Dawkins to work on Student Government meeting in Spring due to the fall meeting being cancelled due to potential teacher strike. Also discussed was removal of Geneva Learners from the budget (they have not used any monies from their budget in years) and discussion if it was time for them to spin off on their own, like River Park, Cultural Arts Commission, etc. Dawkins reminded sub committees that all receipts must be submitted by April 30th, 2013. 5. Sub-committee reports Geneva Learners-Dawkins will check to see if they need to continue to be a SPAC subcommittee. Bike-Ped-Backus said next meeting 1/18/13 @ 11am. Currently they meet quarterly but schedule may change as input is required for the Strategic Plan. ICEC-Ploppert said group met last week and discussed potential Swedish sister city. Also reported that fundraiser went well and that there is talk of another trip to France in the fall. NRC-Walsma will be forwarded all NRC communication by Dawkins. Planning continues for Earth Day in April at Peck Farm. Wine, Cheese, and Trees fundraiser planned for February. Last WCT funded Oak Grove at City Hall. Upcoming events include free movie night in March at Peck Farm. Student Government-Dispensa absent due to final exams at GHS. Dawkins is meeting with Principal Rogers to discuss resurrecting program/defining expectations. Comments included how civics is no longer taught at the high school. Juby mentioned McCormick Foundation funds civics programs in schools and will get contact information to Dawkins prior to meeting with Principal Rogers. Miscellaneous discussion included lack of participation in Town Hall meeting and various ways City communicates with citizens (Channel 10, electric utility bills, on website) and how onus falls of SPAC members to communicate to their neighbors and friends. 6. Strategic Update Focus Group Discussion - Cristi Musser, Sikich, LLP. Ms. Musser discussed targeted focus groups, open forums, citizen surveys as part of information gathering for the Strategic Plan. SPAC members participated in focus group using the same questions that all focus groups will use. There will be thirteen focus groups scheduled including internal, wards, at large. Focus groups completed by end of February, citizen survey mid to late February. Information will be divided into themes and synthesized by May 1st. 7. a. Calendar Review-next meeting 3/27/13 b.
