City of Geneva Strategic Plan Advisory Committee Geneva City Hall Geneva, IL 60134 November 18, 2015 6:00 pm 1. Call to Order – Meeting called to order by Juby, Sarangabany - second at 6:00pm 2. Roll Call – Brault, Cassin, Clements, Juby, Main, Merrill, Sarangabany. Also present Stephanie Dawkins Guests: Pastor Ester Lee and Priyanka Sarangabany 3. Amendments to the Agenda – none 4. Approval of Submitted Reports a. Approval of Minutes – Main; 2nd Sarangabany Approval of Budget – Main; 2nd Merrill 5. Sub Committee Reports NRC – Juby After several orders of business, the committee began discussions about:  Rescheduling tree planting at Geneva schools to spring • Tree availability as well as time constraints. Will receive requote for tree prices in the spring.  Planning for Earth Day • Earth Day specific meetings will begin in December. NRC hopes to determine how to attract more people to the event, as well as more vendors. Geneva Public Library has agreed to participate. Members will reach out to French Market vendors and re-evaluate previous participants. January and February meetings will be at Peck Farm.  Rain Barrels • Rain Barrels on Parade may be suspended until 2017. 2-4 decorated • Other locations for rain barrel sales are still being considered.  Wine Trees and Cheese • NRC is seeking a new partner for WTC as Western Avenue Get Up and Grow is not participating this year. • NRC would like to formally recognize members of GUAG as well as Get Up and Grow for reaching their goal. They would like to have a presentation with certificates and a permanent plaque at both Western Avenue School and City Hall. Jay to follow up with Stephanie Dawkins on the logistics. • Discussion included moving location and month. This year’s event will be March 5th at the Persinger Recreation Center. Student Government – Sarangabany • Student Government Field Trip on November 17th was a success! Discussion on Business District ran smoothly. Big thank you to all members who participated. Voted to Implement Tax for Business District • Student Government Meeting November 18th was a continuation of the Business District conversation and update on decision made with the Air Soft Gun Regulation. Unanimously voted to Implement Tax for Business District. • T-Shirts will be ordered soon, $17 each ICEC – Clements • Exploring ways to share documents • Sunday cinema may be discontinued, not promoting this year • Delegation visit went well • Friendship Garden between Geneva and our sister city – plans and templates to be shared Graffiti Project – Peterson • New committee - Single committee member with no meetings • Projects will be funneled through Dawkins 6. Strategic Plan Priority Review – • November 6, 2015 the Mayor, City Council and Brault met and we have good results from this meeting! Goals were up on the wall, everything was well organized and our recommendations were highlighted. • Three aldermen had our handout from a previous meeting at their desk • The topics discussed: - City did not get all the dollars owed by the State; would be good to show people how much and where the dollars are going. - City equipment is on a replacement schedule/cycle - Creating a tree nursery; working with the high school - Columbarium - Neighbor dispute; resolution or mediation process - Garage sales – 3x per year - SPAC next steps for 2016 - Aldermen request SPAC rewrite the goals and visions - Educate citizens on home rule as a group 7. Additional business – - Home rule - Vet new items - Rewrite Strategic Plan - Mock City Council Luncheon i. Discuss business city tax issue ii. Discuss .275% tax on one side of the street and not the other iii. Who bears the burden of tax; debate ended 7 to 3 in favor of iv. Next round table is in the Spring, no date set 8. Calendar review – i. SPAC Holiday Party – December 9th at 6:30 ii. Jan 20th next SPAC meeting with subject: Home RULE 9. Adjournment - 1st Cassin; 2nd Main - Motion carried unanimously at 7:02 PM
