AGENDA GLENDALE ARTS AND CULTURE COMMISSION COUNCIL CHAMBERS 613 E. Broadway, 2nd Floor Glendale, CA 91206 Meetings are broadcast live on Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U- verse, channel 99. Meetings are also streamed live in high definition (HD) on the city's webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, and Amazon Fire devices using a free app called Screenweave and choosing “Glendale TV” from the menu. All documents related to open session items on this agenda that are received less than 72 hours prior to this meeting, and are public records, will be available for review in the Office of the City Clerk, 613 E. Minutes of the May 18, 2023 Regular Arts and Culture Commission Meeting 3. INTRODUCTIONS AND PRESENTATIONS 4. ORAL COMMUNICATIONS Discussion is limited to Items NOT a Part of this Agenda. Each Speaker is Allowed 5 Minutes. Members of the Glendale Arts and Culture Commission may Question or Respond to the Speaker, but there will be no Debate or Decision. The Matter may be Referred to Staff Through the Commission Chair for Investigation and Report. 5. WRITTEN COMMUNICATIONS 6. ACTION ITEMS a. Mural Ordinance and Program – Community Meeting and Program Strategy 1. Motion approving the Director of Library, Arts & Culture to enter into a Professional Services Agreement in an amount not to exceed $5,050 from the 2023-2024 Work Plan — with Beautify Earth, a creative services consultant, to (1) review the draft mural ordinance and policies and procedures and provide feedback, (2) host a community meeting on the mural ordinance, and (3) work with GLAC staff and Arts and Culture Commission to define strategy and best approaches for mural program processes and execution. b. Adams Hill Arts Festival - Programming and Sponsorship Opportunity 1. Motion approving (1) the funding of an event management company and artist stipends associated with the Adams Hill Arts Festival, and (2) the sponsorship of the Adams Hill Arts Festival, in an amount not to exceed $3,000 from the 2023-2024 Work Plan. c. Glendale International Film Festival - Programming and Sponsorship Opportunity 1. Motion approving (1) the funding of a proposal by Glendale Arts to provide arts programming associated with the Glendale International Film Festival, and (2) the sponsorship of the Glendale International Film Festival, in an amount not to exceed $5,000 from the 2023-2024 Work Plan. d. Ex-Officio Student Non-Voting Member of the Arts and Culture Commission – Selection Committee 1. Motion selecting two Commission members to serve on an ad hoc Ex-Officio Student Non-Voting Member Selection Committee (Selection Committee), to conduct the screening and selection of qualified candidates for interviews. 7.
