verse, channel 99. Meetings are also streamed live in high definition (HD) on the city's webpage,
glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, and Amazon Fire devices
using a free app called Screenweave and choosing “Glendale TV” from the menu. Meetings are also
archived on the City Website for viewing anytime at glendaleca.gov/agendas. Call (818) 548-4013 for
program schedules. DVDs of the proceedings are available for purchase in the City Clerk's Office.
For public comments and questions during the meeting, call (818) 937-8100. Public comments on a
specific agenda item will be taken when that agenda item is discussed. If you have any question about

In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign
language translation, and Braille transcripts are available upon request. Assisted listening devices
are available same-day upon request. At least 48 hours (or two business days) notice is required for
requests regarding sign language translation and Braille transcription services. All documents related
to open session items on this agenda that are received less than 72 hours prior to this meeting, and
are public records, will be available for review in the Office of the City Clerk, 613 E. Broadway, RM
110, Glendale, CA 91206.
Translation services are provided for meetings through the use of bilingual staff for speakers who
wish to utilize the service as available. Speakers should state their request by contacting the City

the language for which you require translation. The exclusive use of City provided interpreters is not

a. Glendale Water and Power, re: Amendment to the City’s Existing Contract with
Magellan Advisors, LLC for the Purpose of Securing Grant Funding for the Fiber
Optic Broadband Network Project, and the Wireless Service Expansion initiative
1. Motion authorizing the City Manager, or his designee, to amend the existing
Professional Services Agreement (PSA) with Magellan Advisors, LLC in the amount of
$250,000 for grant funding consultancy to secure grant funding for the Fiber Optic
Network Expansion project and the Wireless Service Expansion initiative
b. Glendale Water and Power, re: Professional Services Agreement (PSA) with Insight
Public Sector, Inc.
1. Motion authorizing the City Manager, or his designee, to enter into a four-year
Professional Services Agreement (PSA) with Insight Public Sector Inc. to provide
Glendale Water and Power (GWP) with remote infrastructure and security monitoring,
managed and professional services, and additional direct IT support in the amount of
$1,495,300, plus an additional $40,000 for 200 hours of Direct Information Technology
(IT) support and advanced specialized services for GWP for a total not-to exceed
amount of $1,535,300 per year for four years, with the option for two additional one-
year terms as approved in said year’s budget
c. Public Works, re: Adopt the Plans and Specifications for the Rectangular Rapid
Flashing Beacon (RRFB) Installation Phase 2 Project
1. Resolution adopting the Plans and Specification for the Rectangular Rapid Flashing
Beacon (RRFB) Installation Phase 2 Project, Specification No. 3927, Plan Nos. 50-688,
50-689, 50-690; and directing the City Clerk to advertise for bids
d. Public Works, re: Contract Award for the Corporation Yard Exterior Painting Project,
per Specification No. 3915
1. Motion awarding a Contract to Polychrome Construction, Inc., for the Corporation Yard
Exterior Painting Project and authorizing the City Manager or his designee to execute
the contract in the amount of $117,000, plus a 10% contingency of $11,700

provide Power Line Clearance Tree Trimming and Removal Services for Glendale

1. Motion authorizing the City Manager, or his designee, to enter into and execute a
contract with West Coast Arborists, Inc., to furnish equipment and labor for Power Line
Clearance Tree Trimming and Removal Services under Specification No. 3847 in the
amount of $4,844,130 for three years plus a 15% contingency of $726,620 with an
option to extend this contract for two additional one-year terms at $1,614,710 plus a
15% contingency per year
c. Public Works, re: Purchase Order Contract for One Madvac LS125 Electric Vacuum
Sweeper
1. Resolution dispensing with competitive bidding and authorizing the Deputy Director of
Finance/Purchasing to execute a purchase order contract with Haaker Equipment Co.
for the purchase of one Madvac LS125 electric vacuum sweeper and reserving a 10
percent contingency
