devices using a free app called Screenweave and choosing “Glendale TV” from the menu. Meetings
are also archived on the City Website for viewing anytime at glendaleca.gov/agendas. Call (818)

Clerk's Office. For public comments and questions during the meeting, call (818) 937-8100. Public
comments on a specific agenda item will be taken when that agenda item is discussed. If you have

In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign
language translation, and Braille transcripts are available upon request. Assisted listening devices
are available same-day upon request. At least 48 hours (or two business days) notice is required for
requests regarding sign language translation and Braille transcription services. All documents
related to open session items on this agenda that are received less than 72 hours prior to this
meeting, and are public records, will be available for review in the Office of the City Clerk, 613 E.
Broadway, RM 110, Glendale, CA 91206.
Translation services are provided for meetings through the use of bilingual staff for speakers who

1. Accept funds from the State of California, Department of Industrial Relations, Division
of Apprenticeship Standards, State Apprenticeship Expansion, Equity, and Innovation
Grant (SAEEI) in the amount of $592,000 from July 1, 2022 to June 30, 2025 to
implement the expansion of Early Care & Education Registered Apprenticeship
program
2. Approve the award of SAEEI grant funds to the ECEPTS program, a project of The
Tides Center, in the amount of $532,800 from July 1, 2022 to June 30, 2025 and to
College & Career Engagement LLC, in the amount of $10,000 from July 1, 2022 to
June 30, 2025, as approved and recommended by the Verdugo Workforce

Contract No. 8000616 with ARB, Inc. adding the amount of $180,000 to replenish the
contract amount for the emergency service work provided to Unit No. 4 Boiler
Waterwall Tube Cleaning at the Grayson Power Plant (GPP)
c. Glendale Water and Power, re: Grayson Repowering Project – Award of Demolition
& Site Improvement Contract, and Amendments to Professional Services
Agreements.
1. Motion authorizing the City Manager, or his designee, to execute a contract with
Silverado Contractors, Inc. (Silverado) for the Grayson Repowering Project -
Demolition and Site Improvement, Request for Proposals Specification No. 3905 in
the amount of $27,218,735, plus a twenty percent (20%) contingency in the amount of
$5,443,747
2. Motion authorizing the City Manager, or his designee, to execute an amendment to
the City’s existing Professional Services Agreement (PSA) Contract No. 8000053 with
Stantec Consulting Services, Inc. (Stantec), increasing the contract amount by
$700,000 for additional “as needed” professional environmental support services for
the Grayson Repowering Project for a new total contract not-to-exceed amount of
$2,368,582

the City’s existing PSA with Black & Veatch Corporation (Black & Veatch) Contract No.
8000847, increasing the contract amount by $3,600,000 for additional “as needed”
