In compliance with the Americans with Disabilities Act (ADA) of 1990, auxiliary hearing aids, sign
language translation, and Braille transcripts are available upon request. Assisted listening devices
are available same-day upon request. At least 48 hours (or two business days) notice is required for
requests regarding sign language translation and Braille transcription services. All documents related
to open session items on this agenda that are received less than 72 hours prior to this meeting, and
are public records, will be available for review in the Office of the City Clerk, 613 E. Broadway, RM
110, Glendale, CA 91206.
Translation services are provided for meetings through the use of bilingual staff for speakers who
wish to utilize the service as available. Speakers should state their request by contacting the City
Clerk’s office at (818) 548-2090, at least 24 hours prior to the scheduled meeting. Please specify
the language for which you require translation. The exclusive use of City provided interpreters is not
required and persons are welcome to use their own interpreter or speak in their native language.

PROJECT DESCRIPTION
TAKEN OFF CALENDAR AND WILL BE RENOTICED ONCE RESCHEDULED. The
applicant is proposing to demolish the existing one-story, 3,246 square-foot (SF) single
family dwelling with attached, two-car garage (originally built in 1961) and to construct a new
two-story, 5,337 SF single-family dwelling with an attached, subterranean, three-car garage
on a 23,620 SF, double-frontage lot located in the R1R (FAR District II) Zone. The new
house also features an outdoor deck and new swimming pool.
ENVIRONMENTAL DETERMINATION
The project is exempt from CEQA as a Class 3 “New Construction or Conversion of
SmallStructures” exemption, pursuant to Section 15303(a) of the State CEQA
Guidelines,because the project involves the development of one single-family residence.

3450 N. Verdugo Road

PROJECT DESCRIPTION
To construct a new 3-story, 25,141 SF mixed-use project containing new office and retail
uses (total of 3,031 SF) at the first floor and 22 residential units at the upper two floors,
featuring four (4) affordable units restricted to very-low income households. The two existing,
one-story commercial buildings (built in 1923/1940/1979) will be demolished. The 21,000 SF
project site is located in the C3-I Zone. The project provides a total of 61 parking spaces: 18
commercial parking spaces on the ground floor and 43 residential parking spaces within a
new one-level subterranean parking garage.
ENVIRONMENTAL DETERMINATION

The project is exempt from further CEQA review under a Class 32 “In-fill Development
Project” exemption pursuant to State CEQA Guidelines Section 15332, because the project
meets all the conditions for an infill development project.
b. ITEM:
216- 222 S. Glendale Avenue and 611 Orange Grove Avenue
DRB Case No. PDR 2119250
PROJECT DESCRIPTION
To demolish a 918 square-foot, single-family residence (611 Orange Grove Avenue, built in
1923), a 722 square-foot, single tenant commercial building (222 South Glendale Avenue,
built in 1970) and a 5,400 square-foot, multi-tenant commercial building (216 South
Glendale Avenue, built in 1950), and to construct a new 1,528 square-foot, counter service
restaurant with a drive-thru and outdoor dining area (Starbucks) on a 20,480 square-foot site
located in the C3 I zone.
ENVIRONMENTAL DETERMINATION
The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of
Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines
because the project involves construction of a new restaurant that does not involve the use
of significant amounts of hazardous substances and does not exceeding 10,000 square feet
in floor area.
