AGENDA DESIGN REVIEW BOARD COUNCIL CHAMBERS 613 E. Broadway, 2nd Floor Glendale, CA 91206 Meetings are broadcast live on Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U- verse, channel 99. Meetings are also streamed live in high definition (HD) on the city's webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, and Amazon Fire devices using a free app called Screenweave and choosing “Glendale TV” from the menu. REPORTS REGARDING POSTING OF AGENDA The Agenda for the November 10, 2022 Regular Meeting of the Glendale Design Review Board was posted on the City’s website on November 3, 2022, and on the Bulletin Board outside City Hall on November 5, 2022. 3. APPROVAL OF MINUTES 1 a. Approval of Design Review Board Minutes from September 13, 2022. 4. ORAL COMMUNICATION Discussion is limited to items not a part of this agenda. NEW BUSINESS a. ITEM: 2121 Lilac Lane DRB Case No. 2208004 PROJECT DESCRIPTION The applicant is proposing to demolish the existing one-story, 572 square-foot (SF) single- family dwelling (originally built in 1926) and to construct a new one-story, 1,932 SF single- family dwelling with an attached three-car garage on a 7,475 SF lot in the R1 (FAR District II) Zone. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption, pursuant to Section 15303 of the State CEQA Guidelines, because the project involves the demolition and construction of a single-family dwelling. b. ITEM: 2124 Maginn Avenue DRB Case No. 2208073 PROJECT DESCRIPTION To demolish an existing 2,851 square-foot (SF), one-story, single-family dwelling (constructed 1964) and to construct a new two-story, 3,718 SF, single-family dwelling with an attached, 746 SF, three-car garage on a 9,417 SF, hillside lot, zoned R1R II. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines because the project involves the demolition and construction of a single-family dwelling. c. ITEM: 2667 Bogue Drive DRB Case No, 00219-2022 PROJECT DESCRIPTION The applicant is proposing to construct a new 3,151 square-foot (SF), two-story, single- 2 family dwelling with an attached, two-car garage on an approximately 11,900 SF, upslope lot, located in the R1R zone, Floor Area Ratio District I. The existing fire-damaged house (built in 1958) will be demolished. This is a second submittal for Final Design Review; on December 9, 2021, the DRB voted to "Return for Redesign." ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines because the project is the construction of one single-family dwelling. d. ITEM: Tropico TOD Area - PROJECT DESCRIPTION Presentation of the Tropico Transit Oriented District (TOD) and the draft Tropico design and development standards for the area surrounding the Glendale Transit Center for Design Review Board's review and comment. ENVIRONMENTAL DETERMINATION This action is exempt from further environmental review under CEQA pursuant to CEQA Guidelines Section 15262 because it involves only feasibility or planning studies for possible future actions which the City has not yet approved, adopted, or funded. based on DRB feedback further study and refinement will be undertaken and a thorough evaluation of the project pursuant to CEQA will be prepared prior to any discretionary decision. 8.
