AGENDA DESIGN REVIEW BOARD COUNCIL CHAMBERS 613 E. Broadway, 2nd Floor Glendale, CA 91206 Meetings are broadcast live on Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U- verse, channel 99. Meetings are also streamed live in high definition (HD) on the city's webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, and Amazon Fire devices using a free app called Screenweave and choosing “Glendale TV” from the menu. REPORTS REGARDING POSTING OF AGENDA The Agenda for the December 8, 2022 Regular Meeting of the Glendale Design Review Board was posted on the City’s website on December 1, 2022, and on the Bulletin Board outside City Hall on December 5, 2022. 3. APPROVAL OF MINUTES 1 a. Approval of Design Review Board Minutes from November 10, 2022. 4. ORAL COMMUNICATION Discussion is limited to items not a part of this agenda. Each speaker is limited to 5 minutes. Design Review Board may question or respond to the speaker but there will be no debate or decision. 5. BOARD/COMMISSION MEMBER COMMENTS 6. OLD BUSINESS a. ITEM: Tropico TOD Area TBD PROJECT DESCRIPTION Presentation of the Tropico Transit Oriented District (TOD) and the draft Tropico design and development standards for the area surrounding the Glendale Transit Center for Design Review Board's review and comment. This items is continued from the November 10, 2022 DRB meeting. ENVIRONMENTAL DETERMINATION This action is exempt from further environmental review under CEQA pursuant to CEQA Guidelines Section 15262 because it involves only feasibility or planning studies for possible future actions which the City has not yet approved, adopted, or funded. based on DRB feedback further study and refinement will be undertaken and a thorough evaluation of the project pursuant to CEQA will be prepared prior to any discretionary decision. 7. NEW BUSINESS a. ITEM: 1246 Justin Avenue DRB Case No. PDR2012538 B PROJECT DESCRIPTION The applicant is proposing to demolish the existing, 1,243 SF single-family house (built in 1923) and construct a new two-story, 3,018 SF single-family dwelling with an attached, two- car garage on a 10,180 SF lot, located in the R1-I (Low Density Residential, Floor Area Ratio District I) Zone. The existing 400 SF, detached garage will remain at the rear, and shall be converted to an accessory dwelling unit (ADU). This is a second submittal for final review; on April 22, 2021, the Design Review Board reviewed and returned the project for redesign with conditions. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption, pursuant to Section 15303 of the State CEQA Guidelines, because the project involves the demolition and construction of a single-family dwelling. 2 b. ITEM: 2900 Greenwich Road DRB Case No. 2211198 (CASE TO BE CONTINUED TO THE JANUARY 26, 2023 DRB MEETING) PROJECT DESCRIPTION To construct a new three-story, 3,489 square-foot single-family residence with an attached two-car garage on a 16,568 square-foot lot in the R1R, District II zone. The site is currently vacant. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption, pursuant to Section 15303 of the State CEQA Guidelines, because the project involves the construction of a single-family dwelling. c. ITEM: 3967 San Augustine Drive DRB Case No. 2201249 PROJECT DESCRIPTION To construct a new two-story, 4,872 square-foot single-family residence and an attached 699 square-foot three-car garage on a 17,438 square-foot lot in the R1R, District III zone. The existing 2,123 single-family house with an attached two-car garage, built in 1982 on the site will be demolished. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption, pursuant to Section 15303 of the State CEQA Guidelines, because the project involves the demolition and construction of a single-family dwelling. 8.
