AGENDA DESIGN REVIEW BOARD COUNCIL CHAMBERS 613 E. REPORTS REGARDING POSTING OF AGENDA The Agenda for the March 23, 2023 Regular Meeting of the Glendale Design Review Board was posted on the City’s website on Thursday, March 16, 2023, and on the Bulletin Board outside City Hall on Monday, March 20, 2023. 3. ITEM: 1214 Allen Avenue DRB Case No. 2119659 PROJECT DESCRIPTION Continued from March 9, 2023. To demolish the existing one-story single-family house (originally constructed in 1925, with an addition in 1940) and to construct a new, 2-story, 2,177 square-foot single family dwelling on a 7,365 square-foot lot zoned R1 (Floor Area District I). The existing detached, 2-car garage will remain. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines because the project proposes to construct one single-family residence in a residential zone. 7. NEW BUSINESS a. ITEM: 1534-1538 East Broadway DRB Case No. 000508-2022 PROJECT DESCRIPTION To construct a new eight-unit, 2-story multi-family residential condominium building and semi-subterranean garage with 21 parking spaces, in conjunction with the demolition of the existing single family residence and two-unit multi-family residence and detached garages (originally constructed in 1925 and 1937), on a 15,000 SF lot in the R-2250 (Medium Density Residential) Zone. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 32 “Infill Development” exemption pursuant to Section 15332 of the State CEQA Guidelines because after review and consideration of all required technical reports and/or studies, staff determined the project meets all the conditions for an infill development project, as noted: a) The project is consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations; b) The proposed development occurs within city limits on a project site of no more than five acres substantially surrounded by urban areas; c) The project site has no value as a habitat for endangered, rare or threatened species; d) Approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality; and e) The site can 2 be adequately served by all required utilities and public services. b. ITEM: 775 Ridge Drive DRB Case No. 000454-2022 PROJECT DESCRIPTION To demolish the existing one-story, 1,352 square-foot, single-family residence (built in 1962), and to construct a new 3,452 square-foot, two-story single-family residence, and a new attached two-car garage on a 10,528 square-foot, hillside lot in R1R-II (Restricted Residential- Floor Area Ratio District II) Zone. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction” exemption pursuant to Section 15303(a) of the State CEQA Guidelines because the project consists of one single-family residence. c. ITEM: 2936 Greenwich Road DRB Case No. 000350-2022 PROJECT DESCRIPTION To construct a new three-story, 2,495 square-foot single-family residence and an attached two-car garage on a 9,719 square-foot lot in the R1R, Floor Area District II zone. The subject lot is currently vacant and has an average current slope of 56%. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 “New Construction or Conversion of Small Structures” exemption pursuant to Section 15303 of the State CEQA Guidelines because the project is the construction of a single-family residence. 8.
