AGENDA HISTORIC PRESERVATION COMMISSION Municipal Services Building 633 E. Meetings are also streamed live in high definition (HD) on the City webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, Amazon Fire, iOS and Android devices using a free app called Cablecast and choosing "Glendale TV" from the menu. APPROVAL OF MINUTES 1 a. Approval of Historic Preservation Commission Minutes from August 17, 2023 4. ORAL COMMUNICATION Discussion is limited to items not a part of this agenda. OLD BUSINESS a. ITEM: 1326 N. Maryland Avenue: Glendale Register Nomination and MIlls Act Application [Note - Continued from Historic Preservation Commission meeting of August 17, 2023] PMILLS PROJECT DESCRIPTION 1326 N. Maryland Avenue: Review of Glendale Register Nomination and Mills Act Application ENVIRONMENTAL DETERMINATION The project is exempt from CEQA as a Class 8 “Actions by Regulatory Agencies for Protection of the Environment” exemption and a Class 31 “Historical Resource Restoration/Rehabilitation” exemption pursuant to Sections 15308 and 15331 of the State CEQA Guidelines because it involves the designation and protection of a historic resource. 7. NEW BUSINESS a. ITEM: 1730 Grandview Avenue: Review of Proposed Two-Story Addition [Note – this item will be continued to the next regularly scheduled meeting of the Historic Preservation Commission on November 16, 2023] PDR-001056-2023 PROJECT DESCRIPTION 1730 Grandview Avenue: Review of proposed two-story, 1029 s.f. addition at the rear of the existing 1638 s.f. single-family house. The property was designed in the Minimal Traditional style, built in 1936, and is a contributor to the North Cumberland Heights Historic District. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 1 “Existing Facilities” exemption pursuant to Section 15301 of the State CEQA Guidelines because it is a minor addition to an existing building. It is also exempt as a Class 31 “Historic Restoration or Rehabilitation" pursuant to Section 15331 of the State CEQA Guidelines because the project, if approved by the Historic Preservation Commission, will remain a contributor to the North Cumberland Heights Historic District. 2 b. ITEM: 1705 Rancho Avenue: Design Review of Proposed Additions PDR-002063-2023 PROJECT DESCRIPTION 1705 Rancho Avenue: Review of work proposed at the existing two-story, 3,221 s.f residence designed in the Tudor Revival style, including a 715 s.f. addition at the north facade, construction of a new roof dormer at the west facade, and the removal of a non- original patio cover at the east facade. The house was once owned by actress Bette Davis and is identified as a potential historic resource. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 1 “Existing Facilities” exemption pursuant to Section 15301 of the State CEQA Guidelines because it is a minor addition to an existing building. It is also exempt as a Class 31 “Historic Restoration or Rehabilitation" pursuant to Section 15331 of the State CEQA Guidelines because the project, if approved by the Historic Preservation Commission (HPC), will allow the property will remain eligible for the Glendale Register of Historic Resources. 8.
