AGENDA HISTORIC PRESERVATION COMMISSION Municipal Services Building 633 E. Broadway, Room 105 Glendale, CA 91206 Meetings are broadcast live on Glendale TV, viewable on Spectrum Cable, channel 6, and AT&T U- verse, channel 99. Meetings are also streamed live in high definition (HD) on the City webpage, glendaleca.gov/live, on YouTube.com/myglendale, and on Apple TV, Roku, Amazon Fire, iOS and Android devices using a free app called Cablecast and choosing "Glendale TV" from the menu. Pending and proposed historic district updates. 1 3. APPROVAL OF MINUTES a. Approval of Historic Preservation Commission Minutes from October 19, 2023 4. ORAL COMMUNICATION Discussion is limited to items not a part of this agenda. Each speaker is limited to 5 minutes. Glendale Historic Preservation Commission may question or respond to the speaker but there will be no debate or decision. 5. BOARD/COMMISSION MEMBER COMMENTS 6. OLD BUSINESS a. ITEM: 1730 Grandview Avenue: Review of 2-Story Addition (item continued from HPC hearing of October 19, 2023) PDR-001056-2023 PROJECT DESCRIPTION Proposal to construct a 1,029-square-foot, two-story addition at the rear of the existing 1,638-square-foot, one-story residence. The project is in the RI-I HD (Low Density Residential, FAR District I) Zone. The Minimal Traditional style home was constructed in 1936 and is a contributor to the North Cumberland Heights Historic District. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 1 “Existing Facilities” exemption pursuant to Section 15301 of the State CEQA Guidelines because it is a minor addition to an existing building. It is also exempt as a Class 31 “Historic Restoration or Rehabilitation" pursuant to Section 15331 of the State CEQA Guidelines because the project, if approved by the Historic Preservation Commission (HPC), will remain a contributor to the North Cumberland Heights Historic District. 7. NEW BUSINESS a. ITEM: 1215 Viscano Drive: Glendale Register Nomination and Mills Act Application PGR-002764-2024 PROJECT DESCRIPTION Review of Glendale Register nomination and Mills Act application for 1215 Viscano Drive. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA as a Class 8 “Actions by Regulatory Agencies for Protection of the Environment” exemption and a Class 31 “Historical Resource Restoration/Rehabilitation” exemption pursuant to Sections 15308 and 15331 of the State CEQA Guidelines because it involves the designation and protection of a historic resource. 2 8. Update regarding upcoming HPC discussion regarding policy and procedure for awarding Mills Act Property Tax Reduction Contracts to contributing properties in historic districts. b.
