ELECTION OF CHAIRPERSON AND CHAIRPERSON PRO TEM 4. APPROVAL OF MINUTES a. Approval of Planning Commission Minutes from December 15, 2021. 5. Planning Commission may question or respond to the speaker but there will be no debate or decision. 6. BOARD/COMMISSION MEMBER COMMENTS 7. OLD BUSINESS a. ITEM: 620 N. Brand Boulevard and 625 N. Maryland Avenue Development Agreement Case No. PDA1806045 1. Resolution Recommending Approval of the Development Agreement PROJECT DESCRIPTION Item continued from January 19, 2022 - A Development Agreement (“DA”) is being proposed between the City of Glendale and Cimmarusti Holdings, LLC, a California Liability Company, pursuant to Government Code Section 65864 through 65869.5. The proposed DA provides a six (6) year entitlement period for the proposed 24-story, 294-unit project. In addition, the DA locks in the current Development Impact Fees (impact and linkage fees, exactions, or fair share charges imposed on new development) for the project including the Public Use Facilities Development Impact Fee (GMC Section 4.10); Affordable Housing Development Impact Fee (GMC Section 4.11); and Inclusionary Housing Requirements (GMC Section 30.35.060). The DA is being presented to the Planning Commission for recommendation prior to the City Council consideration (to be noticed separately). ENVIRONMENTAL DETERMINATION The Community Development Department has prepared a Sustainable Communities Environmental Assessment (SCEA) for the project. The proposed SCEA and all documents referenced therein are posted on the Planning Division website at: http://www.glendaleca.gov/environmental. A Notice of Intent / Availability has been filed and noticed for the required 30-day public comment period. Proposed SCEA 30-Day Comment Period: January 18, 2022 to February 17, 2022. 8. NEW BUSINESS a. ITEM: 421 Salem Street Tentative Tract Map – TTMCP 2115551 2 1. Motion approving Tentative Tract Map PROJECT DESCRIPTION A tentative subdivision map has been filed for a proposed development of land at 421 Salem Street for the purpose of creating a two-story, three-unit multi-family residential condominium project, in the “R-1650” - (Medium High Density Residential) Zone, described as Lot 49, Tract No. 839. ENVIRONMENTAL DETERMINATION The project is exempt from CEQA review as a Class 3 - “New Construction” pursuant to state CEQA Guidelines Section 15303 of the State CEQA Guidelines because the project involves the construction of a new three-unit multi-family residential project in a multi-family residential zone. 9.
